REQUEST FOR PROPOSALS

ENGINEERING SERVICES FOR DRAINAGE IMPROVEMENTS

The City of Hazlehurst, Georgia is requesting responses to this Request for Proposals (RFP) from qualified engineering firms with a strong record in successfully assisting local governments with the design and implementation of public works infrastructure projects associated with Federal and/or State grant programs.

Responding firms should be technically qualified and licensed in the State of Georgia to provide these services.

Plans are to contract for engineering services required for the City of Hazlehurst Pine and Plum Street Culvert Repairs located at 31.87138, -82.58964 and 31.87197, -82.59075 through the Georgia Department of Community Affairs (DCA) OneGeorgia Authority Disaster Recovery Efforts Grant Program. The purpose of the project is to make repairs and improvements to manage stormwater runoff by replacing the existing Pine and Plum Street Crossing culverts. The culverts sustained significant structural damage during Hurricanes Debby and Helene, leaving it severely eroded and handling far less than its original hydraulic capacity. Preliminary engineering evaluations determined that the existing dual 36-inch plastic (PE) culverts, now in a state of structural failure, need to be replaced with triple 54-inch Reinforced Concrete Pipes (RCPs) to meet the community’s stormwater needs.

Proposals and required forms must be submitted online to the DFS Procurement Portal (hereinafter “DFS Portal” or “Portal”) at dfs.bonfirehub.com no later than March 2nd, 2026 at 2:00 PM, local time (EST). Hard copy proposals and required forms or offers by telephone, fax, or email will not be accepted.

Responses will be evaluated and the top ranked firms or professionals will be contacted for further negotiations.

Award is scheduled to occur at a special council meeting on March 3rd, 2026 at 5:00 PM (EST) in the City of Hazlehurst City Hall, at 86 S Cromartie St, Hazlehurst, GA 31539. The meeting is open to the public.
