Scope of Work

1. Project Title: DC14-07 4050 Alpha Road Fire Alarm

2. Project Location: TX0302ZZ

Centre Phase V Federal Building 4050 Alpha Road Farmers Branch, TX 75244

3. Building Location Hours: Work on this project will be primarily performed after hours.

Normal business hours for this facility at 6am to 6pm. Any work that requires the deactivation of the fire alarm system must be performed after hours.

3.1 Contact GSA at least seventy-two(72) hours prior to the start of construction to coordinate access to the work area.

3.2 Daytime work is only approved by the Property Manager (no noise, dust, smells or vibrations)

4. Purpose: Installation of new devices and supporting infrastructure, as identified in accompanying attachments, connection of the devices to the existing fire alarm panel.

Testing to verify that the system performs in compliance with existing code requirement.

6. Notice to Proceed:

6.1 The Contracting Officer is the ONLY individual from the Government that can give the contractor a notice to proceed.

6.2 Before any of the work within the scope of the contract is started, the Contractor shall confer with the COR (Contracting Officer Representative) and agree on a sequence of procedure; means of access to premises and building; delivery of material and use of approaches; use of corridors, stairways, elevators, and similar means of communications; and the location partitions, eating spaces for spaces for Contractor’s employees and the like.

6.3 After a Notice to Proceed is given the Contractor has 7 days to provide a schedule.

7. Period of Performance: Work is to be completed within 365 days from NTP

8. Description of Work: Contractor shall provide all materials, labor, tools, equipment and supervision to accomplish tasks as outlined in Scope of Work below:

8.1 Base Bid:

8.1.1 The existing Notification appliances / circuits do not comply with the current addition of NFPA 72 and shall be replaced entirely. New notification appliances shall be positioned as indicated in Attachment 4.

8.1.2 New Power supplies shall be provided for NAC (strobe circuits). Existing amplifiers shall be re-used.

8.1.3 New Notifier Network Node Panels (NFS2 – 640) shall be provided, 1 panel located at the even floors will serve two floors for a total of 7 node panels.

8.1.4 Provide a new Network Riser loop. Loop shall be Class X, Level 3 Survivability.

8.1.5 Replace the panel adjacent to the existing NFS-3030 FACP entirely; the new panel shall be compatible with the NFS-3030 equipment and perform the same function as the existing equipment (panel).

8.1.6 Existing SLC/IDC devices (smoke detectors, duct detectors, heat detectors, pull stations, relay modules etc. are to remain.

8.1.7 Remove entirely old parts of the fire alarm system that have been replaced or are no longer being utilized. (i.e. old Notification appliances, wire, conduit etc.) Stainless steel cover plates shall be installed to cover all back boxes that housed wall mounted fire alarm devices no longer in use.

8.1.8 All Electrical Junction Boxes (new and existing) must have appropriate covers.

8.1.9 All new installed Electrical Circuits must be properly identified on Device Covers and Electrical Panels.

8.1.10 All electrical work must be performed by licensed electricians and in accordance with National Electrical Codes.

8.1.11 All work shall be performed in compliance with applicable codes and specifically in compliance with provided specifications documents, see Attachment 5.

8.1.12 Contractor shall provide As built drawings at the end of this project.

8.1.12.1 As-Built: This submittal shall include and reports and drawings.

Clearly indicate on all cover sheets “AS-BUILT”. All drawing sets for this submittal shall be included on (1) CD containing electronic

4 SOW v5 01/15/2016 copies of all documents. The CD shall include one copy of all documents on PDF format and one copy of all documents in editable format as described in section below. All drawings shall be in a DWG (Auto CAD) format.

8.1.12.2 Updated location information for all devices installed

8.1.12.3 Updated location information for all cabling installed

8.1.12.4 Updated calculation information for all installed circuits

8.1.13 Full Commissioning (per NFPA72) to also include wire resistance testing and meger testing.

8.1.14 Include spare parts (attic stock) for two dozen(24) speaker strobe devices and two dozen(24) speaker devices of the same type and manufacture as installed devices.

8.2 Option 1

The base bid scope of work may be expanded through the following Option

8.2.1 The existing SLC/IDC devices shall be replaced with new flash scan devices compatible with the NFS-303 FACP. This includes all modules, manual pull stations, smoke detectors, duct smoke detectors and any other device that communicates via an SLC. New devices shall be located as shown on the Attachment 4. New devices SLC loop shall be installed 1 per floor and shall be a class A loop with level 3 survivability. See riser detail shown in the Attachment 4.

9. Liquidated Damages: Liquidated damages shall be assessed at $476 per day of delay.

10. Sustainability:

10.1 Green Purchasing: See attachment 1: green purchasing requirements

10.2 Waste Diversion: Fourteen days from Notice to Proceed, the Contractor shall submit to the Project Manager an updated Non-Hazardous Solid Waste Management Plan attachment 2: Waste Diversion Plan, to include (not limited to):

a) List of materials Contractor will reuse

b) List of materials the Contractor will donate and name and address of donation recipient.

c) List of materials the Contractor will recycle and the name and address of the recycler. If Contractor receives recycling revenue, Contractor shall keep revenue and provide receipt for GSA for reference.

d) Name and location of solid waste landfill for non-diverted material.

11. Other Requirements:

11.1 Security:

11.1.1 All Contractor and Sub-contractor employees working this project will be required to meet the latest established and recognized requirements of Homeland Security Presidential Directive (HSPD-12), as well as all local building access requirements and procedures.

11.1.2 Illegal/undocumented aliens: Subject to existing laws, regulations and other provisions of this contract, the Contractor shall not employ illegal or undocumented aliens to work on, or with this contract. The Contractor shall ensure that this provision is expressly incorporated into any and all subcontracts and subordinate agreements issued in support of this contract.

11.1.3 Individual employees will submit security clearance requests in advance of contract performance, with all required forms, identification and certificates needed to have security clearance adjudication by the Office of Personnel Management (OPM).

11.1.4 No un-cleared personnel will be allowed in the building to perform work at any time.

11.1.5 All Contractor personnel are required to possess authorized badges with an expiration date not less than six (6) months from the date of work shall commence.

11.2 Building Access:

11.2.1 All work is to be limited to the area identified on the contract drawings

11.2.2 Contact with agencies must be made at least seventy-two (72) hours prior to the start of construction in their space to coordinate access to the work area.

11.2.3 Do not disturb any portion of the building outside the limits of the construction area.

11.2.4 The government does not provide storage space for contractor’s tools, equipment, materials, etc.

11.3 Life Safety:

11.3.1 No asbestos containing material (ACM) is expected to be encountered on this project.

11.3.2 Asbestos logs are available for review at the O&M office at 4050 Alpha road or in the GSA Dallas Service Center at 1100 Commerce Suite 720 Dallas Texas 75242.

11.3.3 If ACM, or suspected ACM is found in the area that is under renovation. DO NOT DAMAGE OR REMOVE MATERIAL. Please report the finding to the GSA COR or Property Manager.

11.4 Applicable publications

A. Department of Labor:

• Occupational and Health Standards: (29 CFR part 1910).

• Safety and Health Regulations for Construction: (29CFR part 1518).

• Federal Code: All renovations shall be in accordance with the design requirements as found in the Federal Construction & Safety Standard, and Third Party approved structure design package.

• Fire Codes: All units shall meet or exceed all required Federal, State and Local Fire Codes.

• Housing & Urban Development (HUD 24 CFR 3280).

• National Electrical Code (NEC).

• International Building Code (IBC).

• International Mechanical Code (IMC).

• International Plumbing Code (IPC).

• American Society of Heating, Refrigeration and Air Conditioning

(ASHRA).

• Occupational and Safety Act (OSHA).

• National Fire Protection Association (NFPA).

B. Manufacture, installation and testing shall comply with manufacturer’s instructions and standards. When more stringent requirements are called for either this SOW or codes and regulations, the priority of precedence in compliance shall be:

Attachment 1: Green Purchasing

Sustainability:

● Green Purchasing:

o The contractor shall refer to the “Green Procurement Compilation” for all products being installed in federal facilities. The Green Procurement

Compilation can be found at https://sftool.gov/greenprocurement. The standards found in this compilation shall guide all product purchasing decisions as they relate to federal facilities.

o The use of the following standards (“Key Sustainable Product” or “KSP” standards) is mandatory for all contracts and task orders. See https://sftool.gov/green-products/1037/key-sustainable-products for more details.

▪ Nylon Carpet: NSF 140 Gold certification and > 10% post-consumer recovered content.

▪ Interior Latex Paint: < 50 grams per liter (g/L) VOCs post tint (i.e.

SCAQMD Rule 1113 standard).

▪ Gypsum Board: Greenguard Gold Standard or 0 g/L VOCs.

▪ Acoustical Ceiling Tiles: Meets California Section 01350 standard for low-VOC materials and total recycled content > 20% and recyclable in a closed loop process and USDA Certified BioPreferred and

Environmental Product Declaration (EPD) available.

▪ Concrete (ready-mix and site-mix): > 25% fly ash or > 15% ground granulated blast-furnace (GGBF) slag

A. For each KSP listed, the Contractor shall submit proof of compliance to the CO or his designee prior to the installation of the product or material. The CO’s designee shall verify compliance.

B. If the KSP materials listed above are 1) not reasonably available within a reasonable period of time; 2) fail to meet the performance standards set forth in the specification or fail to meet reasonable performance standards of GSA; or 3)

9 SOW v5 01/15/2016 are available only at an unreasonable price, only then can the Contractor use other types of products. In these cases the Contractor shall select products and materials, to the extent possible, which are the safest and most environmentally friendly. Exemptions must be submitted in writing and can only be approved by the CO.

PROPERTY MANAGEMENT REQUIREMENTS

• Weekend/After-Hour Access:

o Contractors must have GSA background clearance and GSA Contractor Badges.

o Afterhours access in common spaces requires Property Management approval.

o Afterhours access in tenant spaces requires tenant approval and GSA contractor badges.

o Additional security clearances and/or authorized escort may be required by the tenant.

• Work Hours:

o Building Business Hours, Monday thru Friday: 6:00 am – 6:00 pm o O&M Hours of Operation, Monday thru Friday: 6:00 am – 6:00 pm o Daytime work requires approval by the Property Manager (no excessive noise, dust, smells, or vibrations)

· Hot Work Permits:

o Approved Burn Permit required for any welding/soldering or other open flames.

o 72 hours prior notice required!

o Coordinate through the Project Manager for approval from Property

Management.

o Fire Alarm Systems must be ‘Zone Out’ if potential of accidental activation exists.

• Zone-Outs / Utility Interruptions:

o 72 hours prior notice required.

Dust infiltration and accidental activation.

o All Construction Areas must be free of Trip Hazards and other Safety Violations!

o Emergency Calls: After hours Mega Center and Project Manager

• Loading Dock Usage o Loading dock usage for periods greater than 30 minutes requires Property

Management approval.

o Safety Arms must be lowered when Loading Dock is not in use.

o Building Entrance Doors may not be propped open.

• Trash and Dumpsters o Equipment staging (e.g. trailers etc.) and Construction Dumpsters can be placed in the far southwest parking lot. Please coordinate with the onsite O&M contractor.

o All Construction Debris must be removed and placed in Construction Dumpster at the end of each work shift.

o No Construction Debris allowed in Building Trash Dumpsters.

• Parking:

o POV parking in the far southwest lot is recommended for long periods of time.

• Freight Elevator o Daytime and/or after-hour usage: Must be coordinated with onsite O&M staff

• Passenger Elevators o Do not use Passenger Elevators to transport construction materials.

• Security Requirements o All contract workers on GSA projects shall be badged.

o A list of workers and work location shall be sent to the Project Manager and shall be current for the entirety of the project.

o The Project Manager will coordinate with the Property Manager who will give a copy to Building Security. NOTE: Security will not allow access unless workers are listed.

o A minimum 24 hours advance notice is required.
