About this file
This document is the Program-Specific Terms and Conditions for the Dairy Business Innovation (DBI) Initiatives grant program administered by the USDA Agricultural Marketing Service (AMS). The DBI program provides subawards to new and existing dairy businesses for three primary purposes: modernization, specialization, and grazing transition on dairy farms; value chain and commodity innovation with facility and process updates for dairy processors; and product development, packaging, and marketing of dairy products.
Equipment purchases are allowable only for special purpose equipment directly aligned with program goals, including items such as milking equipment, refrigerated storage units, and dairy product delivery vehicles. Equipment must be necessary for grant activities, not otherwise reasonably available, normally charged as direct costs by the organization, and used solely for legislative program purposes. General purpose equipment acquisitions (office furniture, air conditioners, printers, copiers) and lease-to-own arrangements are prohibited. Building and land construction activities are unallowable for new facility construction or structural expansions, but allowable for upgrading and modernizing existing facilities or expanding processing capacity within existing structures through modifications and equipment accommodations. All subrecipients must comply with environmental requirements including the National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), and Endangered Species Act (ESA), with DBI Initiatives responsible for ensuring required environmental reviews are completed before subrecipients begin activities and for assisting with obtaining necessary permits, easements, and regulatory approvals.

The following chart describes the difference between general and special purpose equipment purchases by both the Initiative and its subrecipients.
