About this file
This Q&A document from the Georgia State Financing & Investment Commission (GSFIC) Construction Division addresses inquiries regarding the renovation of various buildings at Georgia Regional Hospital Atlanta (Project DBHDD-038B-DP). The document confirms that construction will proceed while the facility remains fully operational, with careful staging to minimize disruptions. No construction phasing plans have been developed yet, as the successful firm will work with DBHDD and hospital staff to establish the project schedule. The design team will be expected to assist with signage and wayfinding as a basic service, while temporary relocations of staff and patients may be necessary depending on the specific building work being performed.
Regarding technical aspects, GSFIC will contract separately with a commissioning firm for Georgia Peach certification and MEP commissioning services. The design team's role in equipment and furniture selection will be limited to providing guidance and layouts, with final selections and procurement managed by the campus. Existing architectural and MEP drawings may be made available to shortlisted firms in the second step of the selection process. When responding to deliverable C-2, firms can make assumptions about the overall design schedule to demonstrate their approach to the selection committee.

Question & Answers
DBHDD-038B-DP
Renovation of Various Buildings – Georgia Regional Hospital Atlanta
Question. Is it anticipated that construction will be done while the facility remains fully operational?
Answer. Yes, construction is expected to proceed while the facility remains fully operational. However, it can be carefully staged to minimize traffic and access disruptions, while also addressing any liability concerns.
Question. Have construction phasing plans been developed? Will this be part of design?
Answer. Not at this point. The successful firm will be expected to work closely with DBHDD and the hospital staff to establish an overall project schedule. When responding to deliverable C-2 regarding your firm’s proposed timeline for the scope of design, firms are free to make some assumptions regarding overall design schedule. This is an opportunity to provide the selection committee with an idea of how you would envision approaching the design effort.
Question. Will there be a need for staff or patients to be relocated while under construction?
Answer. That will depend on the specific building and the scope of the work being done. If the construction impacts key areas such as patient care spaces, common areas, or critical facilities, temporary relocation may be necessary to ensure the safety and comfort of staff and patients.
Additionally, work areas will be carefully planned to minimize disruptions to daily operations, and alternative arrangements will be made for affected areas, if needed. The goal is to complete the project while maintaining the facility's full functionality and minimizing any inconvenience.
Question. For the Georgia Peach certification requirement, is it acceptable to use Commissioning services by the same firm as the design firm?
Answer. GSFIC will contract with a commissioning firm. It is expected that the selected DP will work with the selected commissioning agent to obtain the certification.
Question. Is MEP commissioning part of the design team scope?
Answer. No, the Owner will likely bring on a third-party commissioning services provider.
Question. Is there a design schedule or construction schedule at this time? Is there anticipated phasing for construction expected?
Question. Are there any architectural existing as-built drawings available as well as any MEP existing drawings?
Answer. We are looking into the availability of existing drawings. We would provide those to shortlisted firm in the second step of the selection process if available.
Question. Will the design team need to assist in equipment selection and coordination? It is assumed all new equipment throughout.
Answer. We would like assistance from the design team; however, the equipment selection and coordination will ultimately be driven by the campus. The design team will provide guidance to ensure the equipment aligns with the overall design, but the final decisions and coordination will be managed by the campus to meet operational needs and requirements.
