About this file

This is a Proposer's Conference presentation document for San Bernardino County Department of Behavioral Health RFQ 25-99 regarding Children's Residential Intensive Services (ChRIS), a structured residential program providing Specialty Mental Health Services (SMHS) to children and youth in Structured Therapeutic Residential Treatment Placements (STRTPs). The RFQ seeks proposals from qualified non-profit organizations and legally constituted business entities to provide comprehensive mental health services integrated with residential care, utilizing the Integrated Core Practice Model (ICPM) and trauma-informed practices. Services include assessment, therapy, rehabilitation, plan development, medication support services, crisis intervention, targeted case management, linkage and consultation, placement services, intensive care coordination, intensive home-based services, and therapeutic behavioral services. The program targets San Bernardino County Medi-Cal youth requiring STRTP placement by Children and Family Services, Probation, and other counties who meet Seriously Emotionally Disturbed (SED) criteria, with potential specializations for pregnant or parenting youth, sexually exploited youth, youth with co-occurring disorders, youth with sexual behavior or fire-setting issues, LGBTQ+ youth, and younger children with severe behavioral or mental health needs. The deadline for proposal submission is Thursday, October 8, 2026, at 4:00 p.m. local time, with questions due by Thursday, September 24, 2026, at noon. The contract term runs from January 1, 2027, through June 30, 2031, totaling four years and six months.

All proposers must be registered in San Bernardino County's electronic procurement (ePro) system prior to submission and must comply with specific staffing, licensing, accreditation, and data management requirements. Contractors must maintain current Medi-Cal certification, hold a provisional or active STRTP license, and obtain or maintain accreditation from the Council on Accreditation (COA), Commission on Accreditation of Rehabilitation Facilities (CARF), or The Joint Commission (TJC). Funding consists of Medi-Cal Federal Financial Participation and 2011 Realignment funds, with an estimated annual budget of $21,200,000 per fiscal year or $95,400,000 over the contract period. Contractors bill the County monthly in arrears and must accept payment via electronic funds transfer. Insurance requirements include workers' compensation of $250,000; commercial and general liability of $1,000,000 per occurrence and $2,000,000 aggregate; automobile liability of $2,000,000; professional liability of $1,000,000 per occurrence and $2,000,000 aggregate; abuse and molestation coverage of $1,000,000 per occurrence and $2,000,000 aggregate; and cyber liability of $1,000,000 per occurrence and $2,000,000 aggregate. The County makes no guarantee of minimum or maximum participant referrals, and contractors must provide services on an as-needed, case-by-case basis with 24/7 availability. Proposal evaluation uses a best value approach with 65 percent weight on program components and 35 percent weight on financial components, with final approval authority held by the San Bernardino County Board of Supervisors.

For this procurement, any contracted service providers are to be utilized on an as needed, case-by-case basis. DBH makes no guarantee of minimum or maximum number of participant referrals.

The ChRIS program is a structured residential program that utilizes STRTPs as well as the values and principles of the Integrated Core Practice Model (ICPM) to provide necessary services during the period of placement and up to two (2) months after the child has left the STRTP in order to facilitate a successful transition to a lower level of care. ChRIS will allow for the provision of Specialty Mental Health Services (SMHS), to children and youth in residential settings.

• Shorten STRTP lengths of stay and support movement toward family-based settings.

Integrated Core Practice Model (ICPM) Approach

• Provide SMHS within a coordinated, team-based ICPM framework.
