GSA-PBS Southeast Sunbelt Region 4 www.gsa.gov

1 PROJECT DESCRIPTION

This project is to design and perform the abatement of known select asbestos containing materials (ACM) and reconstruction and finish of historically significant columns to include the structural analysis of the existing steel columns and concrete deck at the Paul G. Rogers Courthouse.

This project also requires the Design Build (DB) Contractor to perform a Pre-Alterations Assessment for Hazardous Materials prior to executing the work.

This Design Build Contract includes performing Construction and Design services for a Base Contract and Options.

1.1 Building History

Located at 701 Clematis Street, West Palm Beach, FL, the Paul G. Rogers Federal Building & Courthouse was constructed in 1972 and serves its original purpose as a federal office building and courthouse. The building was named after former congressman Paul Rogers in 1978.

The Paul G. Rogers Federal Building and U.S. Courthouse and the AUTEC Federal Building, including the central lawn plaza, are eligible for listing in the National Register of Historic Places. The formally planned federal complex is considered an excellent example of the New Formalism style of modern architecture by the locally prominent firm of Stetson-Spina-Davis & Associates.

The building is largely unchanged since its original construction in 1972. There have been interior upfits to office spaces, judge chambers and courtrooms throughout the life of the building. The roof was replaced in 2002 with a built-up roofing system.

A major asbestos removal project occurred in 1992 where all the asbestos containing material (ACM) pipe insulation and ACM spray applied fireproofing were removed. There is still ACM within the building including at the binder of the exterior gravel impregnated fiberglass panels cladding the perimeter architectural (non-structural) ‘swinging’ columns or posts, cladding the exterior walls and cladding the surrounding Mechanical Penthouse.

A significant interior renovation occurred after the building sustained hurricane damage in 2004. Several of the windows blew out, primarily on the fourth floor, and the interior took on severe moisture damage. The entire building was evacuated for around 2 years while repairs were being made.

1.2 Project Type

This is a major repair and alteration project as defined in the latest PBS-P-100 for submission requirements.

1.2.1 Goals

The removal of existing Asbestos Containing Materials (ACM) from columns only and installation of associated historically-compatible (i.e. in-kind) replacement materials.

1.2.2 Objectives

Objectives include the successful completion of Design, Construction Administration and Construction Management Services on budget, on schedule for the Column Abatement and Reconstruction Project.
