About this file
This is a Design Build Project Advertisement issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design & Construction Division, seeking a Design Build Entity (DBE) to study, design, and construct solar arrays at five Department of Natural Resources (DNR) locations across Michigan. The project involves installing solar panels at DNR facilities in Cadillac, Traverse City, Gaylord (including a Repair Center), and Escanaba, with specific energy generation targets for each site ranging from 16 kw to 110% of 32 kw annually. A mandatory pre-proposal meeting is scheduled for April 14-15, 2025, with site walk-throughs at each location, and bids are due on April 30, 2025, at 2:00 p.m. Eastern time.
The project requires comprehensive design and construction services, including site surveys, utility interconnection, structural analysis, and compliance with state and local codes. Bidders must submit proposals electronically through SIGMA VSS, with a 5% bid security required and a maximum of two attachments under 25 MB. Attachments will include site diagrams, utility bills, and existing facility prints. The Design Build Entity will be responsible for all aspects of the project, including grading, soil considerations, foundation design, and working with local utility companies for electrical interconnection. Questions must be submitted via email to the project director by April 23, 2025, and the project will adhere to various federal and state agency regulations and safety standards.

DESCRIPTION OF WORK:
Requesting a Design Build Entity (DBE) to provide services for a study for proposed placement, design and construction of a new solar array at the 4 site locations listed above (plus an additional location at the Repair Center at Gaylord, for a total of 5 locations). Solar panels will be added at each site noting points of interconnect, PV concept, and addressing possible utility location conflicts. Traverse City site to be a Deduct Alternate.
Additional Considerations:
• Ground penetrating radar may be needed to locate existing utilities
• All sites will need field verification
• Include topography survey, push-pull testing and soil borings as needed to perform the work
• Target design goals for energy are as follows: Cadillac (target 110% 32 kw annually) Traverse City (20 kw annual utility limit) Gaylord (32 kw Repair Center / 16 kw CSC) Escanaba (31 kw)
• Connection of new service to the existing service shall be underground. DBE to work with local utility company for electrical interconnection mailto:SmithD76@michigan.gov mailto:FrostS1@michigan.gov
• DBE to provide all items necessary for design and construction, including grading and soil considerations, foundation design, solar array design targeted goals
• DBE to provide updated schedule at each meeting
• DNR will be responsible for the demolition of any trees, if needed
• All solar arrays are assumed to be located on the roof with the exception of Cadillac, and possibly Escanaba.
Roof mounted panels will require the existing structure will support the solar panel load. This will require a structural analysis at each building.
• Include time for team meetings (4 during design phase – virtual meetings are acceptable) – twice a month progress meetings are required during the construction phase
• Meet State and local codes including SESC and EGLE as required. Submit sealed plans to LARA plan review and permits.
