About this file
This is a Justification for Other Than Full and Open Competition (OTFAOC) document for a sole-source procurement of Dataminr, Inc. First Alert Advanced Software Licenses.
The Defense Information System Agency (DISA) is procuring 50 First Alert Advanced annual individual use licenses (with up to 21 optional licenses) for real-time event detection and AI-powered intelligence capabilities, with a total estimated lifecycle cost of $8,882,120.59. The Base Year begins September 22, 2026, followed by four optional 12-month periods. The contract structure includes a Base Requirement of 50 licenses, Optional CLIN 1 of up to 10 additional licenses, and Optional CLIN 2 of up to 11 licenses for EOP Partners. The justification establishes sole-source authority under 10 U.S.C. 3204(a)(1), as Dataminr, Inc. is the only vendor possessing proprietary agentic AI capabilities, a 13+ year historical data archive, and tactical predictive intelligence features that are unavailable from competitors. The government conducted comprehensive market research from 2022-2024 and current validation in July 2026, identifying Dataminr as the sole source capable of meeting mission requirements. The procurement is for a Firm Fixed Price (FFP) contract awarded as an Open Market vehicle through the Defense Information Technology Contracting Organization (DITCO) at Fort George G. Meade, Maryland. Fair and reasonable pricing was established through comparison to historical unit prices paid under legacy contracts, with consideration of the technological advancement of the Agentic AI capabilities. The government committed to continued market surveillance to identify potential competitors and transition opportunities in future acquisitions.
