About this file

This is a Request for Information (RFI) and Sources Sought notice issued by the U.S. Air Force Academy (USAFA) Aero Lab for a Data Collection System to replace obsolete equipment. The contracting activity is the 10 CONS/PKB, with the NAICS code 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals) and PSC code 6625 (Industrial Products and Services – Test & Measurement Supplies). The contract will be firm-fixed price with delivery FOB Destination to USAF Academy, Colorado 80840. This is for informational and planning purposes only and does not constitute a formal solicitation or government commitment.

The government seeks a commercial Data Collection System that meets or exceeds specific technical requirements: sample rates of 10 kHz or greater for high-speed data; full API compatibility within a C# .NET ecosystem; real-time display capabilities with automated safety shutdowns; modularity to accept external inputs (strain/bridge with programmable excitation, analog voltages, thermocouples) with approximately 50% extra channel capacity for future expansion; ADC resolution of 24-bit or greater for bridge applications; and hardware maintainability with an upgrade path for 10+ years. Critically, the government requires complete ownership of intellectual property and application software source code with modification rights. Interested vendors must submit capability statements no later than July 10, 2026 at 2:00 PM via email to kenneth.helgeson.3@us.af.mil and mikayla.brandt@us.af.mil. Responses must not exceed five pages and should address company profile, business size and socioeconomic status, capability to meet requirements, manufacturer information, GSA MAS or GWAC contract vehicle numbers if applicable, lead times and warranty terms, estimated pricing, product condition, and any subcontracting plans. Future acquisition information will be posted on SAM.gov.

THIS IS NOT A NOTICE OF REQUEST FOR QUOTATION BUT INFORMATION AND PLANNING

PURPOSES ONLY!

Title: Data Collection System

Requiring Activity: USAF Academy (USAFA), Aero Lab (DFAN)

NAICS Code: 334515 - Instrument Manufacturing for Measuring and testing Electricity and Electrical Signals

(Size Standard: 750 Employees)

Product Service Code (PSC): 6625 – Industrial Products and Services – Test & Measurement Supplies

1.0 Introduction and Purpose

This is a Request for Information (RFI) / Sources Sought notice issued by the 10 CONS/PKB for informational and planning purposes only. This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). It does not constitute a solicitation and shall not be construed as a commitment by the Government.

The purpose of this RFI is to conduct market research to identify potential capable sources, determine commercial availability, and evaluate if small business set-aside opportunities exist for a Data Collection

System.

2.0 Background

The USAFA Aero Lab requires a new Data Collection System including hardware to replace the current dissimilar and obsolete systems. The goal is to create a common data collection foundation across all lab facilities. It is the essential hardware that reads, records, and safely monitors all physical test data generated during aeronautics experiments in the lab.

• The contract type will be firm-fixed price.

• Delivery is FOB: Destination to USAF Academy, CO 80840.

3.0 Salient Characteristics / Minimum Requirements

The Government is seeking a commercial Data Collection System that meets or exceeds the following technical specifications:

• Sample Rate: Must be capable of handling high-speed, time-resolved data with sample rates of 10 kHz or greater.

• Ecosystem Compatibility: Hardware must include an Application Programming Interface (API) fully compatible and accessible within a C# .NET ecosystem.

• Real-Time Control & Safety: Must feature real-time display capabilities and interface with control systems to enforce safety parameters, including automated safety shutdowns.

• Modularity & Expansion: Must accept external inputs (Strain/Bridge with programmable excitation, analog voltages, thermocouples) and allow for approximately 50% extra channel capacity for future expansion.

• IP Ownership: The solution must allow for complete Government ownership of intellectual property (IP) and application software source code, with the ability for the Government to make modifications.

• Resolution: Must feature ADC resolution of >= 24 Bit (Bridge).

• Hardware must be maintainable with upgrade path into the future 10+ years.

4.0 Requested Information

Interested and capable vendors are requested to submit a capability statement addressing the following:

1. Company Profile: Company name, address, Point of Contact (POC), phone number, email, System for

Award Management (SAM) expiration date, CAGE Code, and Unique Entity ID (UEI).

2. Business Size: Identify your business size standard and socioeconomic category (e.g., Large, Small, SDVOSB, WOSB, etc.) under NAICS 334515. If you are a small business, indicate if you manufacture the equipment domestically or if you are an authorized reseller (and identify the manufacturer/country of origin).

3. Capability: A brief statement detailing your ability to provide a system that meets all the salient characteristics listed in Section 3.0. Please include standard product brochures or specification sheets if available.

4. Indicate if you are the manufacturer or provide the name and size of the manufacturer of the product(s) you will be supplying. Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated us of foreign national employees on this effort.

5. Contract Vehicles: Provide your GSA Multiple Award Schedule (MAS) contract number (e.g., under SIN

334515 or 339113LAB) or any other Government-wide Acquisition Contract (GWAC) currently held for these items.

6. Commercial Practices: Typical lead time for delivery and standard commercial warranty terms.

7. Indicate If ANY of the products or supplies proposed are used, reconditioned, remanufactured, or are unused surplus former Government property

8. Estimated Pricing for the system and components that will meet the minimum salient characteristics.

9. The response must not exceed 5 pages.

10. Contractor is required to provide all management and labor required for the delivery of the product as referenced above. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used.
