About this file

This is a Request for Information (RFI) issued by the California Franchise Tax Board (FTB) seeking information about potential data archive solutions for structured data relating to their Personal Income Tax program. The FTB is seeking vendors who can provide an enterprise-wide secure data archive solution that can interface with their existing infrastructure, purge archived data based on predefined rules and schedules, and allow users to search for specific taxpayers within tax years. Key dates include the RFI release on February 11, 2016, questions due by February 16, 2016 at 4:00 PM PT, state responses to questions by February 19, 2016, and RFI responses due by February 26, 2016 at 4:00 PM PT.

The FTB's current environment includes an IBM Enterprise Class Server mainframe with ADABAS and DB2 databases, a distributed computing environment with UNIX and Windows servers, and a network infrastructure supporting approximately 6,000 clients. The agency uses various storage systems including Virtual Tape Library (VTL), Storage Area Networks (SANS), and automated tape libraries. Vendors are requested to provide estimated catalog pricing for a solution capable of handling 1 terabyte of data, though pricing is for planning purposes only and not considered a formal bid. Responses must include detailed component lists, hardware and software specifications, and any available leveraged procurement agreements through the Department of General Services.

A. PURPOSE

The Franchise Tax Board (FTB) is surveying the marketplace for potential vendors that can provide a data archive solution for structured data relating to the Personal Income Tax program.

This RFI contains FTB’s draft requirements for the desired solution. We would also like to request that interested participants with alternatives to the draft requirements provide those alternatives in the additional information area of Attachment 2, RFI Response Format/Additional Information.

If you plan on responding to this RFI, please email your contact information to John.Marengo@ftb.ca.gov by 2:00 PM PT on February 16, 2016.

2. FTB has no obligation to buy or issue a solicitation to any Respondent as a result of this RFI.

3. Information provided in response to this RFI will not be considered when evaluating bidders responding to any future procurement.

4. Responses to this RFI will become public record, upon completion of the RFI process.

5. Information provided in response to this RFI related to any costing should be estimated catalog pricing, only to be used by FTB for informational and planning purposes, and understood by Respondent and FTB not to be represented as a bid from the Respondent.

6. If this RFI results in a future procurement, Respondents will have to agree to the following State terms and conditions and applicable Leveraged Procurement Agreement terms and conditions:

– Revised and Effective 9/5/14

7. FTB may, at its sole discretion, choose to not consider or evaluate any response, or any portion of a response, received as a result of this RFI.

B. SCOPE

FTB intends to implement an enterprise-wide secure data archive solution for personal income tax data that will be scalable to other types of data in the future. The proposed data archive solution must be able to directly interface with FTB's existing infrastructure, must be able to purge the archived data from the archive solution based on predefined rules and predefined schedules, and must have the ability to allow users to search for specific taxpayers, within the taxpayers' folder, in specific tax years.

C. FTB's EXISTING INFRASTRUCTURE The Enterprise Data to Revenue Project lays the foundation for modernizing our tax systems over the long-term and is comprised of four major components: return processing system, enterprise data warehouse, secured online taxpayer folder, and modernized systems. FTB’s mainframe is an IBM Enterprise Class Server that supports all major tax program areas as well as non-tax debt programs, residing on ADABAS and DB2 databases. The mainframe environment utilizes a Virtual Tape Library (VTL).

Server Infrastructure FTB has a large distributed computing environment attached to its enterprise. The distributed environment consists of large client/server applications, web applications, smaller LAN based applications and office automation including electronic mail. UNIX servers include IBM and HP servers, DB2 and Sybase ASE are the common Database Management Systems (DBMS) on these servers. Programming languages for online applications are primarily Visual Studio, Power Builder, or Java, and COBOL or C for batch applications.

Windows servers include Dell, IBM and HP which use Active Directory Services. Microsoft SQL Server and Oracle are the primary DBMS on these servers. Programming languages for applications accessing these servers are primarily Microsoft based. The distributed systems connect to Storage Area Networks (SANS). Backups are maintained on an automated tape library using Tivoli Storage Manager backup utility.

Network Infrastructure The Local Area Network at FTBs campus is the heart of the enterprise network, providing reliability and scalability. There are approximately 6,000 clients supported on the network. The dedicated Virtual Private Network (VPN) gateways provide access for remote users. Remote users’ FTB issued computers are configured with secure clients integrated with personal firewalls. An alternative to an FTB issued computer, is the VPN web portal which provides access to FTB resources via users personal PC.

Storage Infrastructure Mainframe Enterprise Storage Management supports all storage associated with the Mainframe Enterprise Server infrastructure, which includes hardware and software for Direct Access Storage Devices and tapes both virtual and real, used for backup, recovery and batch processing.

Mainframe Infrastructure Systems Supporting FTB Production, Development and Software environments, the Enterprise Class Mainframe Disk Storage devices consists of highly fault tolerate storage primarily for production use. Managed by a Tape Management System and other systems software, the mainframe Tape Storage infrastructure is a VTL consisting of a large high-speed virtual tape subsystem and high-density real tape drives.

Distributed Infrastructure Systems Distributed Tape Storage Infrastructure utilizes software from two different manufacturers in order to accomplish our distributed backup goals. The backup services store data for Windows servers & UNIX servers which host Sybase, DB2, Oracle & MSSQL databases.
