Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the government.

1.1.1 Description of Services/Objectives. The contractor shall provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Information Technology (IT) Services as defined in this Performance Work Statement (PWS) except for those items specified as Government Furnished Property and services. This is Single/Multiple Indefinite Delivery Indefinite Quantity (IDIQ) contract(s). The contractor(s) shall manage and provide status of the IDIQ and individual task orders.

The contractor shall perform to the standards in this contract. This includes the planning, coordination, and surveillance of the activities necessary to ensure disciplined work performance and timely resource application to accomplish all tasking under the contract. The contractor shall be responsible for maintaining communication with the contracting officer (CO) and the contracting officer’s representative (COR), and to immediately notify both the CO and the COR of any problems that would prevent timely performance of this contract. The contractor is responsible for and required to implement, and maintain management control systems necessary to plan, organize, direct, and control all activities under this contract.

1.2 Background. The U.S. Air Force Test Center (AFTC), Multi-Domain Test Force (MDTF) functions as the integrative and administrative core for test programs in an effort to accelerate change in a Joint All-Domain Command and Control Environment. The MDTF is an agile and innovative group with collaboration across extensive competences and experience from its mission partners; the Air Force Warfare Center, Life Cycle Management Center, Air Force Research Laboratory, Air Force Operational Test and Evaluation Center and the U.S. Space force. The AFTC, in conjunction with sister services, executes test and evaluation (T&E) of weapon systems in support of delivering combat-credible materiel to our combat-credible military forces in the context of great power competition.

The T&E community has demonstrated it can execute dense, multi-domain, instrumented test events for complex weapons systems. Existing analysis tool and techniques are not well suited to the rich data sets generated by these instrumented multi-domain tests. This contract is to apply advanced data analytics, and machine learning capabilities – to include, but limited to, the application of automation, statistics, and linear algebra- in architected On-Premise and cloud environments with integration mapped to Graph Databases to optimize the planning execution, analysis, and dissemination of multi-domain data sets. The contractor(s) involved will connect existing and new emerging test paradigms to meet multi-domain test objectives and provide the structure to develop and integrate new capabilities.

1.3 Inherently Governmental Function. The contractor shall not perform inherently governmental functions as defined in FAR Subpart 7.5 in relationship to this PWS.

1.4 Period of Performance. The anticipated period of performance is three (3) years.
