Attachment A - Description of Work
I. Agency Background Information The Oregon Racing Commission was established in 1933 as part of the Pari-Mutuel Wagering Act. The agency regulates all aspects of the pari-mutuel industry in Oregon. The commission currently regulates all horse racing where pari-mutuel wagering is conducted. Regulation occurs both on track and at off-track wagering facilities and covers all aspects of the operation.
In addition, the commission regulates the multi-jurisdictional hubs licensed in the state. Under current statute, 1/4 of the funds that come to the Oregon Racing Commission from pari-mutuel wagering of the multijurisdictional hubs are allocated to the state general fund; the remaining 3/4 of the proceeds are distributed to the racing industry participants to support the commercial race meet in Grants Pass and the local community summer fair race meets throughout the state.
The Commission’s five-member governing board is appointed by the governor and confirmed by the Senate.
II. Description of Work The ORC's objective are the medication regulations which protect the integrity of racing, to guard the health of the racing animals and to safeguard the interest of the public and the racing participants through the prohibition and control of all drug substances, medications or other substances which might be administered to the racing animal. In order to maintain continuity in its enforcement program, and to deter illegal drug use, DAS, on behalf of ORC, is contracting for the analytical services of an official laboratory which utilizes state-of-the-art technology and equipment and engages in research and development of detection protocols, maintain laboratory security and ensure the competency of its scientific staff.
ORC has determined that instrumental analysis methodologies provide highly sensitive screening and detection techniques for a variety of drug compounds. Also, that liquid chromatography/mass spectrometry (LS/MS) provide extremely reliable confirmation of the chemical identity of those compounds.
Overview:
Currently, Oregon allows the use of one of the following anti-inflammatories: Phenylbutazone, Ketoprofen, or Flunixin on horses three (3) years old or older, provided that the administration of the drug is more than 24 hours before post time. Oregon also allows the use of diuretic Furosemide, provided that, it is administered more than four (4) hours prior to post time. Consequently, Contractor shall quantify Phenylbutazone, Ketoprofen, Flunixin, and Furosemide content in blood samples from horses to determine if the level is excessive.
Contractor shall quantify certain drugs in plasma and must describe the exact methodology for detection and quantification of Phenylbutazone, Ketoprofen, Flunixin, and Furosemide. In the event of a positive finding of Phenylbutazone, and/or its metabolite oxyphenbutazone, Ketoprofen, or Flunixin in the urine of any horse, Proposer shall test another blood sample from the same horse, if one is available.
Contractor shall further test every blood sample whose initial screening test is indicative of the presence of Phenylbutazone or Oxyphenbutazone, Ketoprofen, Flunixin and Furosemide (or their metabolites or analogs) and shall quantify the amount of such substance including its metabolite and analogs per milliliter of plasma.
