Instructions to Offerors – Commercial Items And Evaluation Criteria

Addenda to FAR Clauses 52.212-1 and 52-212-2

1. This requirement is in support of the Walter Reed National Military Medical Center (WRNMMC) and Dalecarlia locations.

2. The DHA Northeastern Markets Contracting Division (NM-CD) intends to award one Firm Fixe Price contract in accordance with FAR Part 12- Acquisition of Commercial Products and Commercial Services to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

3. To be accepted and eligible for evaluation, quotations must be prepared in compliance with these instructions and all the terms and conditions contained in this document.

4. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint.

5. All questions pertaining to this combined synopsis and solicitation shall be in writing, directed to Judith Meynard at judith.s.meynard.ctr@health.mil . All questions shall be submitted not later than August 05, 2024, at 10:00 AM EST.

6. The Offeror agrees to hold the price in its offer firm for 90 calendar days from the date specified on the Quote.

7. All proposals are to be submitted electronically via email to judith.s.meynard.ctr@health.mil no later than August 16, 2024 10:00AM EST. Quotes shall be submitted in a format readable by, at a minimum, Microsoft Office 2007 programs or more recent version.

Experience/ Past Performance Offerors are required to provide two (2), but no more than three (3) References/Past Performance of same or similar services completed withing the past three (3) years. Note: Provide past performance for projects similar in scope and complexity. Offerors are to include project dates, the work and demonstrate how they are comparable to this requirement in size and complexity. Each reference shall include contract number, contract amount, period of performance, agency and/or company name, point of contact with name, telephone number and email address.

Technical Approach Submit a written narrative which demonstrates an understanding of the project and responsibilities as outlined in the Statement of work, not to exceed three (3) pages in length. The offeror shall include sufficient documentation describing the performance plan to allow through evaluation of how services will be provided in accordance with PWS.

Price
On the SF1449 form, submit your monthly Firm Fixed Price.

Evaluation – Commercial Items

BASIS FOR AWARD. The Government will award a contract/purchase order resulting from this solicitation to the responsible vendor whose quotation conforming to this solicitation’s requirements is determined to be most advantageous to the Government, price and other factors considered.

The Government will utilize the following evaluation criteria to identify the best value quotation for award: Factor 1 – Experience/Past Performance Factor 2 – Technical Approach Factor 3 – Price

Experience/Past Performance and Technical approach when combined, are significantly more important than price.

A trade-off analysis between experience/past performance, technical approach and price will be utilized to determine which quotation represents the best value to the Government. Award may be made to other than the lowest price quotation.

Factor 1. Experience/Past Performance:

Recent and relevant past performance information will be considered. The Government will focus its inquiries on the vendor’s record of performance on relevant and recent prior contracts. The Determination of relevancy includes a consideration of recent contracts which are similar in scope, type of work, and price to this solicitation’s requirements. The vendor’s record of performance will be evaluated for quality of services, timeliness of services, business relations, and other considerations. In the case of a vendor without a record of relevant past performance or for whom information on past performance is not available, the vendor may not be evaluated favorably or unfavorably on past performance.

Factor 2 – Technical approach:

The information provided by the offeror is a significant factor in the Government’s determination of technical acceptability as it pertains to the offeror’s ability to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Operation & Maintenance of the WRNMMC In-Building Cellular Distributed Antenna System (DAS) at 8901 Wisconsin Avenue, Bethesda, Maryland 20889 and Dalecarlia Annex - Fremont Building, 6000 MacArthur Blvd, Bethesda, Maryland 20816

Offerors must provide a capability statement which shall include sufficient details on its proposed, proven process to provide requires services in the form of skilled technical engineers to provide both operational and maintenance support for the In-Building Cellular DAS at the Bethesda and Dalecarlia locations according to the PWS.

Offerors must state sufficient details on its proposed, proven processes to hire, train, and retain qualified personnel to manage such support services.

Offeror’s Technical Plan shall provide sufficient details to demonstrate offeror’s proven ability to monitor quality and to meet the current Tasks of the Distributed Antenna System services requirement standards provided in the PWS.

Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked.

The technical information shall include the company’s name, address, individual names, CAGE Code, DUNS number on the first page.

Adjectival Rating
Description

Acceptable

The Technical information is sufficient and clearly meets the requirements of the solicitation.

Unacceptable

The Technical information is not sufficient and does not clearly meet the requirements of the solicitation

In order to receive an acceptable rating, the experience factor submissions must demonstrate the technical specifications in same or similar magnitude and complexity outlined in the solicitation.

Factor 3: Price:

a. The Vendor’s total price will be evaluated to determine whether the proposed price is fair and reasonable. The Government may use the price analysis techniques and procedures in FAR 15.404-1(b). Price will not be adjectively rated. To be eligible for award, a vendor’s price must be deemed to be fair and reasonable. A comparison of the grand total prices proposed by each offeror will be used as the basis for determining the price competition.

b. Options. The Government will evaluate quotations for award purposes by adding the total price for all Option periods of performance to the total price for the basic requirement. The Government may determine that a proposal is unacceptable if the option prices are significantly unbalanced. Evaluation of Option periods shall not obligate the Government to exercise the Option(s).
