About this file
This document is a comprehensive set of DAS EAM Construction Standards specifications for the Commerce Building Repair project located at 158 12th Street NE, Salem, Oregon 97301, issued by the State of Oregon Department of Administrative Services. The project consists of renovation work to address water damage in an existing commercial office building and is structured as a stipulated sum contract for general construction work. The specifications cover procurement and contracting requirements, general requirements, division-specific work including metals, wood, thermal and moisture protection, openings, finishes, and specialties. A non-mandatory pre-bid conference with mandatory prime contractor attendance is scheduled, though specific dates marked as "TBD" require clarification. Bidders must submit sealed bids at the General Services Building, 1225 Ferry Street SE, Salem, Oregon 97301, before 2:00 PM on a date to be determined. All bidders for projects of $100,000 or greater must submit First-Tier Disclosure Forms. Bids shall remain open for acceptance for 60 days after the bid closing date, and the contract time period and completion date will be established upon award.
The specifications establish that successful bidders must provide 100% Performance Bonds and Labor/Material Payment Bonds, with security deposits returned within 10 working days after delivery of required bonds. Contractors must maintain commercial general liability insurance with minimum limits of $2,000,000 per occurrence and $4,000,000 general aggregate per project, along with automobile liability and workers compensation coverage. All work must comply with Oregon Revised Statutes regarding prevailing wage rates, with the applicable rates determined by the Bureau of Labor and Industries effective at the time of bid award. The project requires compliance with DAS Construction Standards including sections on thermal insulation, door hardware, gypsum board assemblies, painting and coatings, and construction waste management. Contract documents are available exclusively on the State of Oregon's procurement website ORPIN, and product substitution requests must be submitted in writing at least seven days prior to bid receipt. The owner intends that the building will not be occupied during the construction period, and all systems currently operating, including HVAC, electrical, plumbing, and fire suppression, must be maintained operational during construction.
