About this file

This document is a Sources Sought notice (not a competitive solicitation) issued by the Defense Advanced Research Projects Agency (DARPA) announcing its intent to enter into an agreement with The University of Texas System consortium for the Biological Technologies Office (BTO) Texas Shield Program.

The Texas Shield Program is a research initiative focused on developing an integrated ecosystem of autonomous and semi-autonomous medical technologies and scalable solutions for critical medical consumables to support lifesaving medical care in contested, austere, and resource-limited environments. Research activities address interconnected technical areas including autonomous medical systems, casualty evacuation, robotic surgical systems, artificial-blood and supply innovation, software and artificial intelligence-enabled clinical decision support, and mass-casualty science and simulation. DARPA intends to execute the agreement primarily under 10 U.S.C. § 4021, with potential use of 10 U.S.C. §§ 4022 and 4023 as appropriate.

Other university systems or equally structured entities with similar capabilities may submit information describing their ability to perform these research activities by November 15, 2026, to TexasShieldxBTO@DARPA.mil. Submissions should address integrated research infrastructure, resource sharing potential, clinical-validation capabilities, multi-institutional coordination capacity, consortium organizational structure, technical expertise, commercialization and transition capabilities, facility clearance levels, and ability to handle Controlled Unclassified Information. The government will not reimburse costs for preparing submissions, is under no obligation to acknowledge receipt or provide feedback, and will disclose submission contents only for review purposes, potentially using Scientific, Engineering and Technical Assistance (SETA) support contractors.
