About this file

This document is an abstract instructions and template for DARPA's Quantum Benchmarking Initiative (QBI) Independent Verification and Validation (IV&V) solicitation. The opportunity seeks innovative approaches to verify and validate critical efforts in developing a utility-scale quantum computer, with proposers required to submit a 5-page abstract through the Broad Agency Announcement Tool prior to a full proposal submission. DARPA will review abstracts and provide feedback within 30 calendar days, either inviting or declining full proposal submission.

Key requirements include detailing technical areas of expertise, facilities and equipment for quantum computer testing, personnel estimates, and budget information. The solicitation targets organizations capable of strengthening the integrity and reliability of quantum computer IV&V frameworks, with a focus on advancing national security technology. Proposals must be submitted in English, using 12-point font, and can be from various organizational types including large organizations, small disadvantaged businesses, educational institutions, and nonprofits. The anticipated award will be an Other Transaction (OT) for Research project, with total funds to be specified by the proposer.

Proposers are required to submit an abstract before submitting a full proposal. Proposers are required to submit an abstract in advance of a full proposal in order to provide potential proposers with a rapid response and to minimize unnecessary effort in proposal preparation and review. DARPA will respond to abstracts with feedback as to whether DARPA:

a. Invites the proposer to submit a full proposal or,

b. does not invite the proposer to submit a full proposal with a rationale for this decision.

Proposers who receive an invitation to submit a full proposal will receive a proposal package that includes instructions and templates on how to submit a full proposal package. Proposers should note that a favorable response to an abstract is not a guarantee that a proposal based on the abstract will ultimately be selected for award negotiation. It is DARPA policy to attempt to reply to abstracts within thirty calendar days. These official notifications will be sent via email to the Technical POC and/or Administrative POC identified on the abstract cover sheet.

Abstracts must be submitted through the Broad Agency Announcement Tool, must follow the instructions outlined herein, and must be received by DARPA no later than the due date and time listed in the associated QBIT document. Abstracts received after this time and date may not be reviewed. Please visit the Unclassified Submission Instructions section of Proposer Instructions and General Terms and Conditions for instructions on how to submit your abstract through the Broad Agency Announcement Tool.

Attachment A: DARPA-PA-26-02-01: Abstract Instructions and Template Competition Sensitive Information

Technical Areas of Expertise [Describe the distinctive and innovative approach to verifying and validating one or more critical lines of effort required for the development of a utility-scale quantum computer with respect to prior efforts. Describe how the proposed approach will strengthen the integrity and reliability of the current IV&V framework, enhancing its ability to independently assess emerging technologies and ensure robust scientific and technical validation. By augmenting the government’s existing QBI IV&V capabilities, describe how the effort contributes to a comprehensive and impactful evaluation process, accelerating progress toward program objectives and advancing the national security technology base.] Facilities and Equipment [Provide a description of your organization’s facilities and equipment to test and evaluate the development and building of a utility scale quantum computer.] Personnel [Include an estimate of total personnel that will work on the program.] Estimated Budget [Include the estimated total labor cost, and estimated materials and other direct costs (ODCs; e.g., equipment, materials, travel, tuition). Please include a high-level program schedule. This may be presented as a narrative or table (less than 0.5 pages) and is not included in the written page limit.] Bibliography [Provide a brief (no more than 2 page) bibliography without links to relevant papers, references, reports, etc. All relevant source information should be included instead of links.
