DARPA-BAA-13-19

VTOL X-Plane

Questions and Answers – Round 4 15 March 2013

VTOL X-Plane BAA-13-19 Questions & Answers – Round 4

IN THE EVENT OF ANY INCONSISTENCY BETWEEN THE ANSWERS PROVIDED

HEREIN AND THE BAA, THE BAA SHALL TAKE PRECEDENCE

Q19. Can you please clarify bidding requirements for Phase II/III, including the prime contractor / subcontractor guidance?

o A19. On page 19, the BAA states that “The Government intends to use this BAA to only fund Phase I. A Phase II / III solicitation will be issued during Phase I, at which point interested Phase I performers will be invited to submit proposals. Only one performer is expected to be selected to proceed. Adjustments to teaming relationships may be accommodated; however, only prime contractors from Phase I will be eligible to bid.”

This section of the BAA remains unchanged, and as stated therein, only Phase I prime contractors will be solicited for a Phase II / III proposal, and only these prime contractors will be eligible to serve in the capacity of prime contractors in Phase II / III. Other changes to the make-up of the team that involve the addition of new subcontractors or the elimination of others who performed in Phase I may be proposed for Phases II and III.

Furthermore, DARPA imposes no stipulation on the size requirements for a company to hold the position of prime contractor.

Q20. For various reasons including teaming, ROM generation, program planning, etc. the current response deadline of May 1st is extremely tight. Can DARPA give an extension on proposals?

o A20a. DARPA has revised the initial deadline for proposal submissions, and has extended it until 4:00 PM Eastern Daylight Time on 4 June 2013. Additionally, the deadline to submit questions against this BAA has been extended to 31 March 2013.
