DARPA-BAA-13-06
Video Synthetic Aperture Radar (ViSAR) System Design and Development
Questions and Answers
Questions were submitted 28 January 2013.
Question 1. Are there User Interface (Human Machine Interface) requirements for ViSAR?
Answer 1: No.
Question 2. Metrics for the components under development in DARPA-BAA-12-41; Receiver, Exciter, and Medium Power amplifier are provided in DARPA-BAA-13-06 Addendum 1. Input voltages for these components are included therein. Is there any additional SWAP information, such as weight and dimensions?
Answer 2: No.
Question 3. DARPA-BAA-13-06 requests in-process reviews and a Critical Design Review. Is a Preliminary Design Review required?
Answer 3: No
Question 4. In Sections 1.1.3 & 1.1.4, related to previous ViSAR technology research areas, the Government states that previous and concurrent related technology research area data will be made available to TA2 performer as GFE. If there is any additional technical information re:
this GFE that DARPA can provide to Bidders prior to submittal of proposals, this information will enable Bidders to further refine the technical approach proposed to DARPA. Information of interest includes Contractor contact information for each GFE item, technical objectives/parameters/specifications for the GFE developed under BAA 12-041.
Can any or all of this information be provided?
Answer 4: No.
Question 5. Section : 4.4.2.2 Volume II, Cost Proposal states: The Government requests and recommends that tables included in the cost proposal also be provided in MS Excel format with calculations formula intact to allow traceability of the cost proposal numbers across the prime and subcontractors. The subcontractor's cost proposal can be provided in a sealed envelope with the Proposer's cost proposal. If L-3 TS elects to submit their cost proposal electronically, is there a mechanism in place for a Subcontractor to also submit their company sensitive cost proposal electronically? e.g. SubKr submits an encrypted cost proposal and then provides DARPA the password?
Answer 5. Yes, the Subcontractor may choose to submit to their prime or they may follow the same submission instructions in the BAA and submit separately to the Submission Portal, clearly labeling their submission as a Subcontrator to X Cost Proposal.
Question 6. Section : 4.4.2.2 Volume II, Cost Proposal states: (10) Award instrument requested:
cost-plus-fixed-free (CPFF), cost-contract-no fee, cost sharing contract - no fee, or other type of procurement contract (specify), or other transaction; Will DARPA entertain proposals that contain multiple award instruments? e.g. Phase I and II proposed assuming cost-plus-fixed-free (CPFF) and Phase III rough order of magnitude (ROM) to be refined upon completion of Phase I.
Answer 6: Bidders must provide a proposal that includes the Phase III effort.
Note: Addendum 1 has been updated. The updated version will be provided to those who requested and received the original Addendum 1.
