Notice of Intent to Award a Sole Source Contract for Joint All Domain Warfighting Software (JAWS) to Lockheed Martin
The Defense Advanced Research Projects Agency (DARPA), Contracts Management Office (CMO), on behalf of the Adaptive Capabilities Office (ACO), intends to award an approximately 30-month sole source follow-on contract to Lockheed Martin Aeronautics, Fort Worth, TX, for continuation of their Joint All Domain Warfighting Software (JAWS) project. Phase 2 activities are being conducted under Contract No. HR0011-21-C-009, which was one of multiple contracts competitively awarded under Broad Agency Announcement (BAA) No. HR0011-20-S-0022 to develop a novel tool suite that orchestrates theater-wide resources to maximize the efficiency and resiliency of kill webs.
Based upon successful demonstrations of capability conducted during Phase 1, Lockheed Martin was selected to continue into Phase 2 to refine and apply a specific orchestration capability that complements the primary research effort being conducted by other performers. Known as DIAMONDShield, this software builds and manages tasking orders that provide the starting conditions, scheme of maneuver, and missions for military forces.
Specifically, it provides the capability for rapid generation of detailed orders. In Phase 2, Lockheed Martin is adapting this capability to integrate with multiple applications. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1: "Only one responsible source and no other supplies or services will satisfy agency requirements" 10 U.S.C. 2304(c)(1). JAWS follow-on will extend research to support continued operations when controllers are intermittently connected, enabling small teams of people to manage large-scale operations when disrupted communications may impede coordination across large geographic areas and cause responsibilities to shift. DIAMONDShield will be necessary to create the plans required by other program applications. Lockheed Martin will need to adapt this capability to support distributed operations. This notice is NOT a request for competitive proposals and a solicitation is not currently available. Interested parties may identify their interest and capability, to include directly relevant past performance data, to meet the requirement by submitting a white paper and past performance data via email to DARPA-SN-23-09 @darpa.mil. Responses/proposals received within fifteen (15) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. Questions shall be submitted to the above email address only.
