About this file
This notice announces the Defense Advanced Research Projects Agency's (DARPA) intent to award a sole source follow-on firm-fixed-price contract to Fregata Systems LLC. The approximately 41-month, three-phase contract valued at an undisclosed amount is for the continuation of the Adaptive Warfighting Architectures (AWA) Experimentation program. Under an existing competitively awarded contract, Fregata Systems developed a classified cloud computing architecture and delivered initial research results for collapsing find-fix-track-target-engage-assess kill chain timelines. The follow-on effort will deliver an AWA experimentation system integrated with the Joint All-Domain Warfare Software suite and further build on Phase 1 results. As the incumbent with unique expertise in pioneering complex multi-security level data environments and experience delivering related technology, only Fregata Systems is able to meet AWA goals and leverage required knowledge, capabilities, and proprietary intellectual property for the research effort. Interested parties have fifteen days to submit capability statements and past performance data for consideration, though a sole source award to Fregata Systems appears intended.

Notice of Intent to Award a Sole Source Contract for
Adaptive Warfighting Architectures (AWA) Experimentation to Fregata Systems LLC
The Defense Advanced Research Projects Agency (DARPA), Contracts Management Office (CMO), on behalf of the Adaptive Capabilities Office (ACO), intends to award an approximately 41-month, three Phase (base and two option periods) sole source follow-on Firm-Fixed-Price (FFP) contract to Fregata Systems LLC of St. Louis, MO for the continuation of the Adaptive Warfighting Architectures (AWA) Experimentation program.
AWA research activities (Phase 1) with Fregata Systems are currently being performed under Contract Number HR001120C0048, which was competitively awarded under Broad Agency Announcement (BAA) No. HR001119S0032. Under Phase 1 of the LUCID program, Fregata Systems LLC developed the architect hardware, software, communications, tasking solutions, feedback requirements and the analytic approach for the classified cloud computing architecture. The Fregata Systems LLC LUCID research project is a foundational effort to collapse the Find-Fix-Track-Target-Engage-Assess (F2T2EA), now referred to as AWA, kill-chain timelines. In addition, Fregata Systems LLC developed an accreditation package for the government to begin the accreditation process to meet the complex multi-level security requirements for the common data layer environments. Fregata Systems, LLC also developed and deployed the underlying software source code from which the AWA program will implement its Joint All-Domain Command and Control (JADC2) requirements solution. These requirements developed under HR001120C0048 directly contributed to the design and overall technical approach for the next phases of the AWA Experimentation effort. The next phases of the AWA project continues to build on their Phase 1 research results and is critical to meeting DARPA’s Joint experimentation goals and objectives. Specifically, the follow on effort is to deliver an AWA experimentation system and to integrate it with the Joint All-Domain Warfare Software (JAWS) suite (See DARPA BAA HR001120S0022). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Fregata Systems LLC possesses unique expertise in pioneering complex data environment design across all security levels. Their experience delivering multi-security level cloud-based computing environments, data fusion and communication link architecture technology provide a unique and opportune capability to meet AWA goals and objectives that no other organization is able to accomplish. Ultimately, Fregata Systems LLC possesses and will be able to leverage unique knowledge, capabilities and expertise, and proprietary intellectual property/data required to carry out this follow-on research effort. This notice is NOT a request for competitive proposals and a solicitation is not currently available.
Interested parties may identify their interest and capability, to include directly relevant past performance data, to meet the requirement by submitting a white paper and past performance data via email to DARPA-SN-20-59@darpa.mil. Responses received within fifteen (15) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government.
