About this file
The document is a Darfur Contracting Certification form required under California Public Contract Code section 10478, which mandates that bidders disclose and certify their business activities outside the United States. The certification requires companies to choose one of three options: affirm no international business activities in the past three years, provide written permission from the Department of General Services (DGS) if classified as a "scrutinized" company, or certify that international business activities do not make them a scrutinized company.
The certification is a legal document that requires companies to provide their name, federal ID number, and an authorized signature certifying their compliance with California state procurement regulations regarding international business operations. Companies must initial or complete the appropriate section under penalty of perjury, demonstrating their commitment to transparency in their global business activities. The form is designed to ensure that companies bidding on state contracts are not conducting business in ways that might conflict with state ethical procurement standards.
