About this file

This file contains the Darfur Contracting Act Certification form required by the State of California Department of General Services for companies bidding on state contracts. The certification applies to any company that has conducted business activities or operations outside the United States within the previous three years. Companies meeting this criterion must certify either that they are not a scrutinized company under Public Contract Code Section 10476, or provide written permission from the Department of General Services authorizing them to submit a proposal as a scrutinized company. The form provides two options for compliance: Option 1 requires an authorized company representative to certify under penalty of perjury that the prospective bidder is not a scrutinized company, while Option 2 permits scrutinized companies that have obtained case-by-case written permission from DGS to proceed with bid submission.

The certification form requires submission of the company name, Federal ID Number, authorized signature, and printed name and title of the signing official. Companies without any business activities or operations outside the United States within the previous three years are exempt from completing this certification requirement. The form is referenced in the related Invitation for Bid S26-33152 for In-Person American Sign Language Interpreting Services with the California Department of Rehabilitation and must be included in the required attachment checklist for bid submission.
