About this file
This is a Darfur Contracting Act Certification Form required by the State of California Department of General Services for vendors bidding on state contracts. The form applies to any company that has conducted business activities or operations outside the United States within the previous three years and seeks to bid on or submit a proposal for a State of California contract, specifically in this case for Invitation for Bid (IFB) #S26-33368 for In-Person American Sign Language (ASL) Interpreting Services for the Department of Rehabilitation Inland Empire District. The contract requires contractors to provide current Registry of Interpreters for the Deaf (RID) and/or National Association of the Deaf (NAD) certified American Sign Language interpreters on an as-needed basis for in-person interpreting services throughout the Inland Empire District. Services will be provided Monday through Friday, 8:00 a.m. to 5:00 p.m. Pacific Time, excluding holidays unless otherwise specified, with interpreters available for up to four days per month at the Inland Empire District Office and at various community events, conferences, meetings, trainings, and classroom settings as requested.
Vendors must complete one of two certification options to be eligible to submit a bid: Option #1 requires companies without international business operations in the previous three years to certify they are not a scrutinized company under Public Contract Code Section 10476, or Option #2 allows scrutinized companies to submit bids if they have obtained written permission from the Department of General Services. The certification form requires the company name, Federal ID Number, authorized signature, and printed name and title of the signing official. Companies that have not conducted any business activities or operations outside the United States within the previous three years are exempt from completing this form.
