About this file

The document is a Darfur Contracting Act Certification form issued by the California Department of General Services (DGS) Procurement Division, designed to ensure companies bidding on state contracts comply with Public Contract Code Sections 10475-10481. The form requires companies that have conducted business activities outside the United States within the previous three years to certify that they are either not a "scrutinized company" or have obtained written permission from the DGS to submit a proposal.

The certification form provides two options for compliance: Option #1 allows companies to certify under penalty of perjury that they are not a scrutinized company, while Option #2 allows scrutinized companies to submit a bid if they have received written permission from the DGS on a case-by-case basis. Companies must provide their company/vendor name, Federal ID Number, and an authorized signature. The form is part of California's efforts to restrict state contracts with companies that have business operations in regions associated with human rights concerns, specifically targeting companies with activities outside the United States.
