Work will be comprised of Military Family

Housing (MFH) located in Kadena Air Base and US Marine Corps Camps on Okinawa, Japan.

1.2 Radon Mitigation Award Breakdown for 251 units:

a) Basic Award: 180 units

b) Option CLIN #1 ~ 3: 20 units per option

c) Option CLIN #4: 11 units

1.3 Work includes but is not limited to pre-installation inspection, gathering of relevant site data, and review of existing drawings and radon sampling data. Determine size, location, and configuration of radon mitigation systems to continuously maintain radon levels under 0.8 Working Level Months per year (WLM/yr) or 4 pico-

Curies per liter (pCi/L) for the housing unit.

1.3.1 Housing Unit without a radon system:

a) The Contractor shall select the best efficient, feasible and effective location for the new system.

b) The Contractor shall install Complete Usable Radon Mitigation

1.6 ASBESTOS AND LEAD BASED PAINT (LBP) SAMPLING RESULTS: Applying 40 CFR § 763.83

Homogeneous methodology (similar construction year, unit type/model, surface material, thermal system or miscellaneous material that is uniform in color and texture). All LBP samples are less than 0.5% lead by weight and Asbestos detected on 107 of 251 unit, see para 1.9 and attachment test/sample results from current and past data’s.

1.7 RESTORATION: The Contractor shall restore all excavated and damaged areas to same as existing adjacent surface.

1.8 POST TESTING: Following the installation of radon mitigation systems, perform radon tests in each unit in accordance with EPA Guidance (EPA 402-R-93-003). The radon test shall be a continuous monitoring system which will measure the radon levels over a minimum period of 91 days.

b. Install radon mitigation system, housing units (two story).

c. Install radon mitigation system, housing tower (first or 2nd floor).

d. Unit with crawl space – mitigation technique shall be sub-slab suction, depressurization, or positive pressure ventilation.

e. Unit without crawl space, slab-on-grade or foundation shall use sub-slab suction or depressurization method.

f. New mitigation system should be installed and operational within 6 months.

h. Contractor shall use the best management practice to successful reduce radon

2.2 Architectural:

a. Remove and replace patio floor tile and/or ceiling, as necessary.

b. Repair and patchwork to match existing adjacent finishes.

c. Paint the 4” Ø PVC radon exhaust pipe, cover and other accessories with the matching exterior paint color (fans are 4”, 6” and 8”, they will be connected to coupling to reduce to 4”).

2.3 Civil:

a. Excavation, removal, disposal, and back fill of soil.

b. Provide aggregate.

c. Remove and replace sodding including topsoil for damaged surface.

d. Drilling the core at exterior concrete wall under floor slab to provide 4” Ø PVC radon exhaust pipe and seal around the PVC pipe.

e. Restore the site.

2.4 Electrical:

a. Provide electrical power for exhaust fan. The interior conduit shall run above ceiling as much as possible.

b. Interior exposed conduit shall be metal wire mold and exterior exposed conduit shall be rigid steel galvanize (thick wall).

c. Provide a circuit breaker 1P, 125V, 20A with enclosure by the existing circuit breaker panel for power supply of new exhaust fan. Install additional circuit breaker as required.

d. Assume approximate distance from new exhaust fan to existing circuit breaker panel for 2 Story unit: 32m (Assume 29m of conduits run above ceiling).

e. Conduct insulation resistance test for all new electrical wires and submit test result.

f. Minimum resistance shall be 250,000 ohms.

g. Install a radon monitor system such as Mano-tube.

h. Weatherproof cover from inclement weather.

i. Cooper pipe to connect the U-tube manometer.

2. Medium (RP-265) or equivalent size

3. Large (GP-510) or equivalent size

b. Provide 4” Ø PVC radon exhaust pipe, fittings, and pipe support from the radon suction pit under the floor slab to above the roof.

c. Install/drill brackets for radon exhaust/vent pipe:

d. Single Story - drill four 2 holes bracket each

e. Two story - drill six 2 holes bracket each

f. Tower drill six 2 holes bracket each (the vent on towers must be separated at least 3 meters from any opening of the building)

g. Provide weatherproof type radon exhaust fan with radon system monitor and all associated accessories. Provide corrosion-proof protective cover for fan with paint to match existing exterior wall.

h. Provide rain cap with bird screen for radon exhaust outlet pipe.

i. Install 4” Ø PVC inlet and outlet vent lines into the crawl space (underneath the house).

j. When building concrete manholes are present/available. Contractor shall cut a 4” Ø hole from each end, (2/building).

k. The height of inlet & outlet vent line is 18” connect to 180-degree elbow with steel net.

l. The depth is 12” to 18” deep with 90-degree elbow connected to 3’ to 4’ foot line into crawl space.

m. Bracket for vents - drill four 2 holes bracket each.

2.7 Asbestos & LBP

a. Government will provide ACM & LBP sampling test result when available.

b. Contractor may request to sample and test as required and requested by government.

c. Asbestos & LBP Abatement: As required to include disposal of the hazardous waste.

2.8 Post-Installation Radon Testing Requirement:

a. Test radon levels in each dwelling unit after each new installation or repair/upgrade of existing mitigation system and record time and date for each unit.

b. Post-installation testing should begin no sooner than 24 hours and no later than 30 days after installation.
