About this file

This document contains Industry Day instructions for the Deep Space Advanced Radar Capability (DARC) Interim Contractor Support (ICS) program hosted by the United States Space Force Space Systems Command, System Delta (SYD 85).

The Government seeks industry partners to provide cadence-based sustainment, maintenance, and logistics support for DARC, a multi-site global radar network delivering 24/7 space domain awareness in contested environments. Required capabilities include managing Level 1 (on-site) and Level 2 (Depot-Level) maintenance across remote global sites; establishing and operating a Contractor-Inventory Control Point (C-ICP) with Scope IMS for peculiar spares management; maintaining 100% property accountability under Financial Improvement and Audit Remediation (FIAR) standards; ensuring system availability and Department of War cybersecurity compliance within an Impact Level 5 (IL5) boundary; managing Authority to Operate/Risk Management Framework (ATO/RMF) through cadence-managed software releases and vulnerability remediation; and transitioning Contractor Acquired Property to Government Furnished Property. The Government requests agile, data-driven sustainment strategies that minimize support equipment and include draft Performance Work Statement frameworks enabling transition to long-term Contractor Logistics Support.

The Industry Day is scheduled for July 20-22, 2026 (0900-1700 MST) at 2424 Garden of the Gods Road, Colorado Springs, Colorado 80919, featuring a program overview on July 20 and individual one-on-one sessions throughout all three days. Companies may send no more than two representatives. Attendees must submit citizenship and identification information by July 8, 2026, to joseph.polonsky.2@spaceforce.mil. Presentation materials in PowerPoint or Adobe format must be submitted by July 8, 2026, 2359 hours. Classification level is UNCLASSIFIED. Security requirements prohibit last-minute attendance changes, and attendees should arrive early for security processing at Building C's main entrance.

Deep Space Advanced Radar Capability (DARC) Interim Contractor Support (ICS) Industry Day Instructions

Introduction

The United States Space Force (USSF), Space Systems Command (SSC), System Delta (SYD 85) is hosting an Industry Day to discuss the upcoming Interim Contractor Support (ICS) requirements for the Deep Space Advanced Radar Capability (DARC). DARC is a critical, multi-site global radar network designed to provide continuous, 24/7 space domain awareness in contested environments. The Government’s intent during the ICS period is to secure robust, cadence-based sustainment, maintenance, and logistics support while simultaneously laying the groundwork for a seamless transition to long-term Contractor Logistics Support (CLS). We are seeking industry partners with proven expertise in operating and sustaining geographically dispersed mission-critical infrastructure, executing complex supply chain management under strict Financial Improvement and Audit Remediation (FIAR) standards, and maintaining stringent Department of War (DoW) cybersecurity standards within an Impact Level 5 (IL5) boundary.

Problem Set

Sustaining the DARC enterprise during the ICS period presents a highly complex, multi-tiered logistical and operational challenge. The successful contractor must simultaneously manage Level 1 (on-site) and Level 2 (Depot-Level) maintenance across remote, global sites while operating within strict host-nation environmental, security, and power connection regulations. Furthermore, the contractor must establish a fully functional Contractor-Inventory Control Point (C-ICP) to manage peculiar spares and support equipment, utilizing Scope IMS (Scope Inventory Management System) to ensure 100% accountability and FIAR compliance in the Government's Accountable Property System of Record (APSR). Compounding these logistical hurdles is the requirement to maintain strict system availability (Ao) and cybersecurity compliance Authority to Operate / Risk Management Framework (ATO/RMF) through cadence-managed software version releases, continuous vulnerability remediation, and seamless transition of Contractor Acquired Property (CAP) to Government Furnished Property (GFP). The Government is challenging industry to present agile, data-driven sustainment strategies that resolve these global logistical bottlenecks, minimize peculiar support equipment, and ultimately deliver draft Performance Work Statement (PWS) frameworks that enable a risk-free transition to steady-state CLS.
