What are the stipulations for HAVING to take on certain TO's. If this IDIQ is won, what are the obligations that the company MUST take on TO's. Are there TO's we can pass on if we don't want to take on that specific scope of work?
The potential IDIQ terms would include expectations in contractor acceptance of task orders. Upon discrepancy or requested work specification clarity, the Government would aid in providing further clarity. The contractor would be expected to accomplish the requirements through prime or a combination of subcontractor and prime teaming.

The RFQ lines out some general types of jobs that are all over the board (from technical writing, to design, to lifecycle repair work etc.). Our company can definitely handle the entire scope, but I was wondering if MARAD already had jobs that they knew they wanted to do immediately. Are there any specific jobs that we should focus on?
Currently, we do not have requirements in queue. The IDIQ contract will require a broad scope of work specifications.

Is there a deliverable schedule associated with this IDIQ? Or are the deliverable schedules specific to each TO awarded/presented?
The deliverable schedules are specific to each Task Order with an individual Period of Performance and Statement of Work.

When responding, do all 5 projects need to be contracts held by the offeror or can some of them be contracts for which the offeror was a subcontractor?
Projects where the offeror is/was the subcontractor are acceptable for section 6.3.
