About this file

This Special Notice is for a proposed Unmanned Systems (UxS) Autonomous Mobility project under the Detroit Arsenal Innovation (DAI) Other Transaction Agreement (OTA). The Army Contracting Command - Detroit Arsenal (ACC-DTA) intends to select two Autonomous Mobility vendors to integrate their systems onto a robotic platform and demonstrate autonomous mobility capabilities at an Army-hosted Autonomy Test in summer 2026. The 16-month project will focus on four key areas: Waypoint Navigation, Convoy Operations (Leader-Follower), Sentry Mode, and Loss of Communications.

An Industry Day will be held on 20 May 2025 from 9 am-5 pm at the Velocity Center in Sterling Heights, MI, limited to current National Advanced Mobility Consortium (NAMC) members with two personnel per company. The event will include industry briefs from 9-12 pm, a teaming event from 1-5 pm, and potential one-on-one meetings with government representatives. The government anticipates a potential follow-on production effort estimated at $111,000,000 for up to 211 units, which may be awarded to prototype participants under 10 U.S.C. 4022(f) without competitive procedures if the prototype project is successfully completed.

Title:

Special Notice for New Project & Industry Day DAI OTA, W56HZV-23-9-D001, RPP 25-D12 – Unmanned Systems (UxS) Autonomous Mobility

Project Description:

Program Executive Office (PEO) Ground Combat Systems (GCS’s) Product Lead Robotics Software & Controls (PdL RS&C) in collaboration with Army’s Rapid Capabilities & Critical Technologies Office (RCCTO) intends to issue a combined Request for White Paper (RWP)/Request for Prototype Proposals (RPP) for UxS Autonomous Mobility under the Detroit Arsenal Innovation (DAI) Other Transaction Agreement (OTA), W56HZV-23-9-D001. The DAI OTA was entered into between the Army Contracting Command (ACC) and the National Advanced Mobility Consortium (NAMC) on 01 September 2023, in support of coordinated research and development projects designed to accelerate streamlining and upgrading of military platforms to enhance our warfighters’ capabilities in 15 different technology areas. The Government will utilize the DAI OTA to award this effort.

The intent of this project is to select two Autonomous Mobility vendors that will integrate their systems onto a robotic platform and demonstrate autonomous mobility capabilities at an Army-hosted Autonomy Test scheduled for summer 2026. This project is intended to prove out the field-ability of autonomous mobility capabilities to the Army and is a complementary and collaborative line of effort to the RCCTO Human Machine Interface Formation (HMIF) network of projects. The anticipated period of performance for this project is 16-months.

This project has four areas of focus: Waypoint Navigation, Convoy Operations (also known as Leader-Follower), Sentry Mode, and Loss of Communications. These four areas of focus will be a large portion of the Government’s interest in a company’s Autonomy solutions.

The Government anticipates pursuing a Follow-on Production effort under the authority of 10.U.S.C. 4022(f), which states that, “a follow-on production contract or transaction may be awarded to the participants of the transaction without the use of competitive procedures...if A) competitive procedures were used for selection of the parties for participation in the transactions; and B) the participants in the transaction successfully completed the prototype project provided for in the transaction.” The potential follow-on production effort is estimated at $111,000,000.00 for up to 211 units.

Industry Day:

PEO GCS’s PdL RS&C in coordination with RCCTO intends to host an Industry Day to lay out the planned acquisition approach, associated schedules, and an update to requirements for UxS Autonomous Mobility. This Industry Day will occur on 20 May 2025, from 9 am- 5 pm at the Velocity Center in Sterling Heights, MI. The event will be limited to only current NAMC members and only two (2) personnel from each company. Interested participants must register prior to the event due to limited space at the following link:

https://www.namconsortium.org/form/unmanned-systems-autonomous Industry Day briefs will be held from 9 am - 12 pm by PdL RS&C. There will also be a teaming event from 1-5 pm in the main event space for interested vendors to collaborate and share its capabilities with other vendors. Registration closes at 3:00pm Eastern Standard Time (EST) on 13 May 2025.
