About this file
This is a Department of the Air Force memorandum issued by the Animal Research Oversight and Compliance Office (AROCO) establishing an approved vendor list for Live Tissue Training (LTT) programs effective January 16, 2026. Eleven AAALAC International-accredited vendors have been approved for Department of the Air Force participation: Assessment and Training Solutions Consulting Corporation (ATSCC), F3EA Inc., Guardian Centers of Georgia, QRF U.S. LLC, Raven Medical Inc., SIMMEC Training Solutions, Stony Brook University, Tier One Group, Templar Medical, University of Alabama-Birmingham (UAB), and Wake Forest University. Approval is based on favorable reviews of each vendor's Animal Care and Use Program, animal protocols, and the DAF/SG Chief Surgical Consultant's approval of their Programs of Instruction.
Vendors must maintain USDA Registration (unless exempt under Title 7 U.S.C. and Title 9 CFR) and AAALAC International accreditation while adhering strictly to Federal laws and DoD and DAF regulations. Any subsequent program review or inspection revealing non-compliance will result in immediate suspension of approval. The memorandum clarifies that this approval does not constitute contractual funding authorization—only a Contracting Officer may authorize contract awards and fund expenditures. All contracts for DoD-supported training must include DFARS clause 252.235-7002, with equivalent language required in agreements not subject to DFARS (grants, cooperative research, and development agreements). Questions should be directed to usaf.afms.mbx.af-sg-research-protections@health.mil.
