About this file
This is a market research document outlining salient characteristics for the Investigative Communications Platform procurement. The Department of the Army Materiel Command Contracting Command at Picatinny Arsenal seeks an integrated investigative communications capability to support the Defense Counterintelligence and Security Agency (DACID) for authorized criminal investigations, covert operations, officer-safety monitoring, pretext communications, and legally authorized evidence collection across multiple field locations and offices.
The required solution must be a fully integrated platform combining communications, real-time monitoring, legally authorized recording, records/metadata management, secure export, administrative control, and operational support—not standalone tools such as standard phone service, VoIP applications, masked-number services, body-wire devices, video-streaming tools, or evidence storage repositories. A critical minimum requirement is centralized recording and retention of investigative audio and video content accessible through a central platform repository, enabling authorized DACID personnel to review and download recorded materials without requiring physical device retrieval, cable extraction, SD-card recovery, or reliance on individual user storage. The capability must be suitable for sensitive law enforcement use and support investigative personnel across distributed geographic locations.

Minimum Needs / Salient Characteristics Investigative Communications Platform Department of the Army Criminal Investigation Division (DACID) The following describes DACID's minimum operational needs and salient characteristics for Investigative Communications platform.
1. Operational Requirement DACID requires continued access to a secure investigative communications capability for authorized criminal investigations, covert operations, officer-safety monitoring, pretext communications, and legally authorized evidence collection. The capability must support investigative personnel across multiple locations and field offices and must be suitable for sensitive law enforcement use.
The requirement is for an integrated investigative communications platform, not merely a standard phone service, VoIP application, masked-number application, body-wire device, video-streaming tool, or evidence storage repository. The solution must combine communications, real-time monitoring, legally authorized recording, records/metadata, secure export, administrative control, and operational support in one capability or fully integrated solution.
A critical minimum need is centralized recording and retention of investigative audio and video generated through the platform. The required capability is not merely live streaming, local phone recording, or storage on an individual transmitter/controller. Authorized DACID personnel must be able to review and download recorded audio/video from a central platform repository without depending on physical retrieval of a field device, cable extraction, SD-card recovery, or a single user's local phone storage.
2. Minimum Needs / Salient Characteristics All proposed solutions will be evaluated against each characteristic below. A product that satisfies only one portion of the requirement, such as masked calling, call recording, body-wire streaming, video streaming, or records storage, would not meet the requirement unless it also satisfies the integrated operational requirements below.
No.
Minimum Need / Salient Characteristic
Operational Rationale / Required Outcome
1
Covert or non-attributable investigative communication lines/numbers
The solution must provide covert or non-attributable investigative communication lines/numbers that can be assigned to authorized investigative personnel for criminal investigations, undercover operations, controlled communications, victim/suspect pretext communications, confidential source communications, and related law enforcement activity.
2
Smartphone and workstation-based operation
The solution must operate using standard agency-issued smartphones and government workstations. DACID should not be required to deploy dedicated transmitters, receivers, body-wire equipment, or locally staged monitoring equipment in order for authorized support personnel to monitor an operation.
3
Voice, video, and messaging support
The solution must support investigative communications by voice and, where operationally required, video and SMS/MMS or text-based communications.
4
Real-time monitoring by multiple authorized personnel
The solution must allow multiple authorized support personnel to monitor investigative communications or transmissions in real time during an operation. This capability is required for officer safety, supervisory awareness, and operational coordination.
5
Centralized recording of audio and video
The solution must centrally record mission audio and video generated through the platform when recording is legally authorized and enabled. Recordings must be available for authorized review and download from a central platform repository or administrator-accessible portal. A product that only records to a field phone, transmitter, controller, SD card, or other local device does not meet this minimum need unless it also provides centralized recording, retention, and authorized export without physical device retrieval.
6
Legally authorized recording controls
The solution must allow recording of investigative communications only when legal authorization exists and must support controlled access to those recordings for evidence, intelligence, oversight, and case documentation purposes.
7
Electronic records and communications metadata
The solution must maintain electronic records of communications and associated details, including date, time, duration, assigned number/line, user, and other available usage data necessary for oversight, case documentation, auditability, and evidentiary review.
8
Secure storage and export/download of recordings
Recordings and related records must be stored securely and be downloadable/exportable by authorized personnel for evidentiary retention, case file inclusion, discovery response, or transfer to approved government evidence storage processes.
9
Central administrative control and auditability
The solution must allow authorized administrators to assign, manage, track, suspend, and deactivate users, lines, and numbers. Administrators must be able to maintain oversight of system use and review activity associated with investigative lines and missions.
10
Division-wide scalability and user management
The solution must support DACID personnel across operational locations and field offices. The current planning requirement is approximately 250 authorized users/licenses, with the ability to manage access across the Division.
11
Operational support and training
The vendor must provide technical support sufficient to support active criminal investigative operations, including after-hours or 24/7 support as required, and must provide onboarding/training for authorized DACID personnel.
12
Security, access control, and sensitive data safeguards
The solution must include authentication, role-based access, administrative account controls, and safeguards for sensitive law enforcement information, investigative data, recordings, and Federal contract information.
13
Continuity, transition, and evidence preservation
Any proposed alternative must describe how it would support transition, onboarding, user migration, export/retention of existing records, access to legacy recordings, and continuity of investigative operations without creating an unacceptable operational or evidence-handling gap.
The central recording model is a key distinguishing feature for DACID's operational use. The product should be able to centrally record both audio and video for authorized review/download in the same integrated investigative communications workflow.
3. Solution Review For any proposed solution, vendors are requested to explain how their products satisfy each minimum need listed in Section 2.
For any proposed solution, vendors should specifically identify whether the product centrally records audio and video generated during the mission, where those recordings reside, who can access them, how they are secured, and how authorized DACID personnel can review/download them without retrieving a physical field device.
A proposed solution will not be considered technically acceptable solely because it provides one related function, such as call masking, VoIP calling, body-wire streaming, video recording, or evidence storage. To satisfy the requirement, the product must deliver the integrated operational results required for sensitive criminal investigations and officer-safety monitoring.
4. Questions for Vendors Describe whether your product meets each minimum need/salient characteristic listed in Section 2.
For any characteristic not fully met, identify the limitation, workaround, customization, additional product, or third-party dependency required.
Identify whether your product can support approximately 250 authorized users/licenses across multiple DACID locations.
Describe how real-time monitoring by multiple authorized support personnel is accomplished.
State whether your product centrally records mission audio and video in a secure platform repository or administrator-accessible portal, and describe how authorized users review and download those recordings without retrieving files from a field phone, transmitter, controller, SD card, or other local device.
Describe how legally authorized recordings are created, stored, secured, searched, downloaded/exported, and preserved for evidence or case file use.
Describe administrative tools for assigning, tracking, auditing, suspending, and deactivating investigative lines, numbers, and users.
Describe implementation timeline, onboarding/training plan, technical support availability, and any transition risks.
Identify whether the solution is available through CHESS, another government contract vehicle, direct purchase, or authorized reseller.
