US Army Medical Command (MEDCOM) Community Based Medical Home (CBMH) Construction Specifications 01NOV2015 A) General Guidance

1) The following construction specifications will be used unless local building code(s) mandate a standard that is equal to or above the Government’s standard and is approved, in advance, by the Corps of Engineers (CoE). It will be the Lessor’s responsibility to consult with the CoE on the acceptability of the office building’s existing finishes. Any significant departure from the intent of these specifications will require prior approval of the CoE.

2) The Lessor shall be responsible for constructing, operating, and maintaining the facility in accordance with the solicitation requirements. Prior to award of a lease for space requiring alterations, dimensioned architectural drawings with square foot allocations by CBMH function and common area will be provided by the Lessor. These drawings will show at a minimum, wall, door, window placement and finish schedules. The Lessor is responsible for coordinating with the CoE in the development and generation of these drawings. Mechanical, electrical, and plumbing diagrams (MEPs) and communication layouts shall be furnished on separate drawings. Any significant departure from these drawings once agreed upon, will require approval by the CoE. Note: These drawings along with the construction specifications shall become an exhibit to the lease and will serve as a basis for resolving any disputes.

3) Codes and Standards: The facility must comply with all Federal, State and local construction standards, building codes, applicable laws, the National Electrical Code (NEC) and the National Fire Protection Association (NFPA). Any variance from these guidelines must have prior approval by the authority having jurisdiction. Where conflicts between standards arise, the build-out of the CBMH must comply with the more stringent requirements. The completed facility will be submitted for accreditation by The Joint Commission (TJC). The leased space shall adhere to Business Occupancy standards as defined by NFPA Life Safety Code 101 as well as local, state and federal laws and jurisdiction requirements. The facility must meet Interagency Security Committee (ISC) Physical Security Criteria.

4) Where applicable, only Energy Star labeled components and natural resource conserving/ recyclable products shall be installed.

5) In order to qualify for annual utilities rate adjustments, all utilities must be metered separately from other landlord tenants.

B) Mechanical

1) Utilities: Utility and mechanical service facilities, if located within the leased space, shall be enclosed within a separate room. Exposed ducts, piping and/or conduit runs are not permitted outside of mechanical room. This enclosed room may NOT, under any circumstances, be co-used for other purposes.

2) Heating, Ventilation and Air Conditioning (HVAC):

a. If existing, the present HVAC system shall be balanced to accommodate the floor plan and operational needs of the CBMH. The design of the HVAC system shall provide for controlled temperatures within the leased space which are in conformance with local, commercial temperature standards and operating practices. If not otherwise stipulated, the HVAC equipment shall be capable of maintaining a minimum temperature of 70 degrees Fahrenheit during the heating season and a maximum of 78 degrees Fahrenheit during the cooling season. These temperature standards must be maintained throughout the leased premises regardless of outside temperature. The Lessor within the design of the HVAC system shall account for areas affected by solar radiation, either excessive heat gain/loss.

b. The Communication Room shall have a separate Lessor provided and installed individual air conditioning unit capable of maintaining a temperature of 18-24 degrees Celsius (64-75 degrees Fahrenheit) 24 hours a day 7 days a week. The system must maintain a relative humidity of 33-55 percent measured at 1.5 meters (5 feet) above floor level. The recommended unit is a Mitsubishi, Model MSY-GE18NA, but other units of equal or better specifications may be submitted for CoE approval. The primary facility HVAC system shall not be ducted to or supply heating or air conditioning to the communication room.

c. The Pharmacy shall have a separate HVAC thermostatic control within the Pharmacy to maintain specific temperature required for certain medications. The following mesh specifications apply to all openings (e.g. duct), except doors and dispensing windows, in excess of 96 square inches in the pharmacy that are located less than 18 feet from the ground level and to similar openings above the first floor which can be reached from an elevated portion of the structure or an adjacent structure which provides ground level access. Long narrow openings with the shortest dimension measuring less than 6 inches are exempt from these requirements. Openings must be protected with 9–12-gauge steel security mesh. Weld the mesh to the duct or secure with smooth-headed bolts with nuts peened in place.

d. The Laboratory shall have separate HVAC thermostatic control within the Laboratory to maintain specified temperature and humidity requirements for equipment.

3) Provide ventilation to the leased space in the most energy efficient and cost-effective manner. It will meet or exceed all applicable building code standards for air-exchange rates and distribution.
