About this file

This is a Questions and Answers document from a Request for Proposals (RFP DACA51-1-26-116) issued by the Department of the Army Corps of Engineers Engineering District Omaha for an Enhanced Use Lease (EUL) at Fort Drum. The Q&A addresses the incumbent status and history of the project, clarifying that Fort Drum was included in a previous RFP (DACA27-1-26-204) regarding a potential Enhanced Use Lease for a mineral processing facility, but no award was made at that location. RFP DACA51-1-26-116 is a new, standalone solicitation solely focused on Fort Drum and does not represent a recompete situation.

The underlying solicitation seeks competitive proposals from private, public, and not-for-profit entities to lease approximately 25 acres of non-excess Department of the Army land (Parcel 1) for a fifty-year term, with potential renewal options. The selected lessee will be responsible for designing, financing, permitting, developing, constructing, installing, owning, maintaining, operating, securing, and decommissioning a mineral processing facility on the property. Compensation will be in-kind, cash, or a combination thereof, not less than the fair market value as determined by an appraisal completed by the Department of the Army. The lessee must comply with all applicable federal, state, and local laws and regulations, and the project must be viable without any monetary or other contribution from the Department of the Army.
