Amendment 0002 for the NOFO # 95332418N0003

NOFO Name: “Data Analytics Center Project in Côte d’Ivoire”

Subject: Amendment to Provide Answers to Questions, Publish Interested Parties’ Information, and Provide

Presentation from Online Conference

The purpose of this Amendment 0002 is to provide responses to questions, publish the list of companies that registered for the online conference and share presentation from the online conference.

Questions and Answers:

1. Will the presentation be shared?

A – Yes, the presentation is attached as a PDF file to this amendment.

2. With a large percentage (60%) of funds allocated to the local organizations in the budget allocation section, how it is possible to ensure financial stability and adherence to the USG regulations during the period of the award?

A – MCC will conduct a Non-US Organization Pre-award Survey (NUPAS) assessment for organizations which have not previously managed USG or other government or large donor funds in the past. To facilitate this process we have requested that a list of previously managed awards/funds from USG, Canadian, Australian or British governments be submitted as part of the application package.

3. What is the basis for the 20% investment at the subnational level? It is across the board for all organizations?

A – In Section 1.3 Budget allocation and Local Content, it states that 20% of all labor hours should be directed at subnational activities. This requirement applies to the total number of hours committed to this project by the consortium. It is not necessary that each organization dedicate 20% of its level of effort (LOE) to the subnational level, but at least 20% of all LOE as a whole must be dedicated to supporting implementation of activities outside of

Abidjan, and in the target sub-national areas of the award. This requirement was included in order to ensure that at least some of the data-oriented projects are directed at the subnational level. However, it is possible that the initial

DAC client base will require a greater percentage of time to be spend working at the subnational level.

4. There is a strong and defined split in the NOFO of the Data Supply and Data Demand. Is this intentional?

A – While DAC is envisioned as primarily a ‘data demand’ and ‘data use’ investment, there may be elements of data supply/collection as well. Funding of the DAC project is expected to cover labor and time of the team which include a strong data science component – and it is anticipated that the time of this team will be spent using existing data to create data products in support of specific decisions / needs. DAC will work closely with the Data for Youth

Services Collaborative (DYSC), and both investments together will likely support activities aimed at improving demand, supply, technical capacity, and the enabling environment of the data ecosystem.

5. Would you provide a list of data that we are expecting to DAC to have access to?

A – DAC will likely work with data provided by the government of Cote d’Ivoire, MCC, PEPFAR, and other local, regional, and international data sources from governments, donors, civil society, and the private sector. There is no predetermined list of datasets as required by this NOFO, but these will likely be data sets related to DCLI sector, namely HIV/AIDs and health, gender equality, economic growth and education.

6. What worked and what didn't in the current Tanzania programs?

A – We invite you to please learn more about the Tanzania programs by following the respective organizations on line at dlab.or.tz, datazetu.or.tz, and dliinnovationchallenge.com. Early lessons were learned with regard to the need to incorporate program income as a requirement from the outset of the award, ensuring robust procurement and administrative practices are in place with the grantees, and the need to ensure alignment with USG programs in country.

7. Can organizations that work for MCC combine programming with DCLI?

A – Organizations that meet the requirements of the NOFO are encouraged to apply, there is no restriction for organizations implementing other MCC or PEPFAR programs. Insights into MCC and PEPFAR programming can help organizations better understand the opportunities for DAC to support MCC and PEPFAR programs on the ground through greater country-based data analytics capacity that would result in more targeted investments, tracking of impact, and begin to close the feedback loop by empowering MCC and PEPFAR beneficiaries through the use of data and information.

8. If MCC places emphasis on the local organization as a prime applicant, how will past performance be evaluated if there are gaps in the prime past performance?

A – Please submit the past performance for the prime organizations and also the major consortium members. The international organizationsConsortium members can enhance supplement the past performance of the prime by their technical and past performances submissions.

9. In case of an intellectual property developed during the award, would an organization be able to sell data?

A – This depends on what type of intellectual property will be generated under an award. Please review the following sections of 2 CFR 200 - §200.59 Intangible property and §200.315 Intangible property guidance.

10. We would like to know if MCC would reconsider allowing international non-USG Federal Entities to be a

“Prime” under this NOFO.

A – Given the need for this work to be managed and continued by a local entity post-award period, the requirements of the eligibility requirements of this NOFO will not be modified.

11. Do we need to have our local partner who will be the Prime identified for our December 21st submission, or do we have until January 30?

A – Only primes may submit concept notes for the Phase I application. All organizations are encouraged to form the consortia they wish to apply with before the Phase I deadline. However, consortia may continue to form after the

Phase I deadline based on which applications are selected to move forward to Phase II.
