| Goals: THIS ANNOUNCEMENT IS NOT A REQUEST FOR APPLICATIONS. This announcement is to provide public notice of the National Park Service’s intention to award financial assistance for the following project activities: |
This goal of this Agreement P20AC00412 is to advance implementation of projects and programs that enhance Annapolis as a Chesapeake Bay Gateways Network hub community, with the objectives of: better interpreting and connecting citizens and visitors with the City Annapolis’ rich Chesapeake maritime heritage; enhancing public access to authentic cultural and natural resources and the bay; and fostering stewardship of those resources by residents, visitors, organizations, the City and the community.
PP: • The project engages recipients, partners, communities, and/or visitors in shared environmental stewardship.
• The project promotes greater public and private participation in historic preservation programs and activities. The project builds resource stewardship ethics in its participants.
• The information, products and/or services identified or developed by this project will be shared through a variety of strategies to increase public awareness, knowledge and support for historic preservation and stewardship of the nation’s cultural and historical heritage.
• The project motivates its youth participants to become involved in the natural, cultural and /or historical resource protection of their communities and beyond.
• The project assists in the creation, promotion, facilitation, and/or improvement of the public’s understanding of natural, cultural, historic, recreational and other aspects of areas such as ecological conservation areas, and state and local parks.
Overview: Under the Chesapeake Bay Watershed Agreement, Executive Order 13508 and the Chesapeake Bay Initiative Act, the NPS leads and coordinates partnership activities and programs to conserve natural, cultural and recreational resources, promote and increase public access to recreation and natural and cultural resources, interpret Chesapeake gateway sites and watertrails, and foster public stewardship.
The Annapolis Maritime Museum & Park, a designated Chesapeake Gateway site, will be a key near- and long-term partner in support of NPS responsibilities. AMM will collaborate with the NPS and other Annapolis partners in developing and implementing projects and programs that expand public access, interpretation, education, and stewardship of Annapolis's Chesapeake Bay maritime heritage and resources.
Detailed statements of work will be defined and funded at the task agreement level based on the goals, objectives, and public purpose of this agreement.

Justification: The Annapolis Maritime Museum is a 501(c)(3) non-profit organization working to educate youth and adults about the Annapolis area’s rich maritime heritage and the ecology of the Chesapeake Bay through programs, exhibits and community events.
The museum is situated on a small campus at the mouth of Back Creek, overlooking the Chesapeake Bay and is housed in the last surviving historic oyster-packing plant in Annapolis. From the former McNasby Oyster Company building, AMM engages visitors in interactive experiences highlighting the oyster and its role in shaping both the history and maritime culture of Annapolis. There is no other commercial facility remaining from Annapolis’s dominant historic maritime era that is dedicated to interpretation, education and preservation of this history.
In recognition of this unique and authentic setting, historic resource, and the museum’s maritime educational mission, the National Park Service designated the AMM McNasby campus as a Chesapeake Bay Gateway site within the Chesapeake Bay Gateways Network in 2000. Over a number of years during the 2000s, the NPS provided technical and financial assistance to AMM to develop and its interpretive and educational programs.
The AMM has since expanded its programming and facilities. For over a decade, AMM has provided tours originating from the McNasby campus of Thomas Point Shoal Lighthouse, one of only nine lighthouses in the country designated as a National Historic Landmark. It is arguably the most widely recognized lighthouse in Maryland and is the only screw-pile lighthouse on the Chesapeake Bay still in its original location. Located across Back Creek from AMM’s McNasby Campus, the museum now also runs programs at its Ellen O. Moyer Nature Park Campus, which provides free water access to the public. The renovated, 12-acre park supports education programs to engage school-age children in the natural sciences through hands-on activities. AMM also houses a collection of roughly 10,000 objects, photographs, and archival documents. In 2019, 363 volunteers donated over 8,100 hours to AMM projects and programs.
AMM is unique in Annapolis in engaging visitors with the city’s maritime fisheries history through two iconic NPS-designated facilities – the former McNasby’s Oyster Company and Thomas Point Shoals Lighthouse – and combining that with education programs focused on Chesapeake stewardship.
Connecting visitors with expanded Annapolis working maritime heritage and education programs is a key objective of the NPS’s collaboration with partners to enhance Annapolis as a hub community in the Chesapeake Bay Gateways Network. AMM is unique in its location, function and resources to deliver on that objective.
