About this file
This document appears to be a technical specifications file for a Phasics SID4-DWIR wavefront sensor package component, designated as "D7 Ellis." The file contains detailed technical specifications and parameters for dielectric and ferroelectric test system equipment that the Naval Research Laboratory (NRL) seeks to procure through solicitation N0017326P1301396055. The procurement is issued as a Request for Quotations (RFQ) for commercial items on a Firm-Fixed-Price (FFP) basis under NAICS code 333310 and Federal Supply Code 6640, with the Navy's Office of Naval Research serving as the contracting agency.
The solicitation permits brand name or equal submissions in accordance with FAR 52.211-6 and incorporates standard FAR and DFARS provisions and clauses as of Federal Acquisition Circular 2021-07 (effective September 10, 2021). This is a full and open competitive procurement with no indicated set-asides. While specific response dates, award dates, and pricing details are not detailed in the available excerpt, interested contractors should submit quotations for the wavefront sensor package specifications outlined in the attached technical documentation. The procurement represents NRL's effort to update and expand its current dielectric and ferroelectric testing capabilities in support of its research mission.

Dual-band infrared wavefront sensor specifications
| The Naval Research Laboratory has a requirement for a dual-band, infrared wavefront sensor that is capable of imaging the wavefront of incident light over the spectral range of 3-5 microns (MWIR) and 8-14 (LWIR). |
| The system must consist of the following components and shall meet or exceed the following minimum specifications. |
Dual band MWIR/LWIR wavefront sensor (DB-WFS) S1. The DB-WFS shall be capable of measuring the wavefront of incident light with two distinct spectral ranges. These spectral ranges shall be 3-5 microns wavelength (midwave infrared – MWIR) and 8-14 microns (longwave infrared – LWIR).
S2. The aperture of the DB-WFS shall be greater than 10 x 8 mm^2 S3. The DB-WFS shall be capable of measuring the wavefront with a spatial resolution of less than 70 microns S4. The DB-WFS shall measure the phase and intensity of the wavefront with a sampling resolution greater than or equal to 160 x 120.
S5. The DB-WFS shall have a phase resolution of < 30 nm RMS S6. The DB-WFS shall have a phase accuracy of < 80 nm RMS S7. The DB-WFS shall have a framerate greater than 30 frames per second S8. The DB-WFS shall include all required software to calculate phase and intensity maps and perform analysis on these data
Installation and Training The price of dual-band infrared wavefront sensor must include delivery of the instrument to the U.S. Naval Research Laboratory in Washington, DC; installation; demonstration; and training.
Documentation and Warranty
a. A full set of all written documentation customarily provided to the public with a commercial item shall be provided. This shall include user manual(s) or equivalent as well as copies of any software, and any manuals for the software included with the system, if customarily provided. This documentation should be received by NRL with the system hardware unless other arrangements are agreed to by the authorized Government representative. In addition to the above documentation, which is customarily provided.
b. The contractor shall offer the Government at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. These warranty terms must be included in the system price. The period of the warranty shall begin upon acceptance.
