DEPARTMENT OF LABOR

Office of Disability Employment Policy Funding Opportunity Announcement

FOA-ODEP-21-01

Amendment Two

Office of Disability Employment Policy (ODEP) RETAIN – Phase 2

AGENCY: Office of Disability Employment Policy (ODEP), Department of Labor

ACTION: Amendment to FOA-ODEP-21-01

SUMMARY: The Office of Disability Employment Policy announced on October 15, 2020, the availability of funds and the Funding Opportunity Announcement (FOA) for Retaining Employment and Talent after Injury/Illness Network (RETAIN) Demonstration Projects – Phase 2 grants to be awarded through a competitive process. This amendment to the FOA revises language in various sections of the FOA as shown below.

The document is hereby amended as follows:

Section IV.C. is updated and replaced with the following:

We must receive applications under this Announcement by February 15, 2021. Applicants must submit applications electronically on https://www.grants.gov no later than 4:00:00 p.m. Eastern Time on the closing date. No applications submitted in hardcopy by mail or hand delivery (including overnight delivery) will be accepted for this funding opportunity.

Section III.D. Eligible Target Worker Populations is updated and replaced with the following:

Projects are expected to continue collecting, sharing, and using data on all enrollees, including those enrolled before and after the 30-month enrollment period, for purposes of CQI and to continue sharing required data with DOL and SSA. However, participants enrolled before (i.e., during the pilot phase) or after the 30-month enrollment period will not be included in the research sample for purposes of the independent evaluation. We anticipate RETAIN services will be low cost to allow for a high volume of service delivery.

Section III.C.1. Other information is updated and replaced with the following:

Application of Federal funds request does not exceed the ceiling amount of $21,600,000.

Section IV.B.2. SF-424A, “Budget Information Form” and Budget Narrative is deleted and replaced with the following:

Note that the SF-424, SF-424A, and budget narrative must include the entire federal grant amount requested for Phase 2 (48 months).

Section III.F. Other Award Specifications, Footnote 14 is updated and replaced with the following:

Footnote 14: Findings from the final evaluation of the pilot indicate that encouraging adoption of occupational health best practices through financial incentives promotes improved disability prevention. The link is no longer available.

Since the link is no longer available, see pages 3 through 9 of this amendment for the complete article.
