About this file

This document is a Justification and Approval (J&A) for a sole-source procurement by the Naval Surface Warfare Center Port Hueneme Division (NSWC PHD). The agency requires two SuperMicro Superservers (6039P-TXRT) or equivalent for building and maintaining simulation equipment to support the MK160 Gun Computer System. The specific server configuration includes detailed components such as Intel Xeon Gold processors, DDR4 memory, network adapters, storage drives, and communication cards.

The justification emphasizes technical compatibility, noting that the existing simulation equipment's software can only recognize this exact server model. Market research revealed limited vendor availability, with Federal Supply Schedule (FSS) and GSA vendors unable to provide the required server. The procurement is valued under $250,000, with the government citing potential costs of over $1 million and a 13-month delay if alternative servers were used. The contract was ultimately awarded to Pixamettic Solutions LLC for $30,450.00, with the acquisition supporting simulation interfaces across multiple naval facilities.

Brand Name or Equal under $250K

PID Number: D60-0012

Department: D64

Company Brand: SuperMicro or Equal

Description of Product, Supplies or Services required to meet the agency’s needs:

Naval Surface Warfare Center Port Hueneme (NSWCPHD) requires two (2) new SuperMicro Superservers (6039P-TXRT) or equals in order to build and maintain simulation equipment and simulate shipboard interfaces to support the MK160 Gun Computer System. In order to effectively support the MK160 Gun Computer System simulations, each of the Supermicro Superservers (6039P-TXRT) must contain and meet the following salient characteristics:

SuperMicro Server 6039P-TXRT Quantity: 1 SuperMicro X11DPX-T Rev 1.01A Quantity: 1 Intel Xeon Gold 6136 Quantity: 2 M393A2K40CB2-CTD6Y 16GB DDR4 2666MHz ECC Quantity: 16 Super Micro 4 port 10Gb adapter AOC-STG-i4S Quantity: 4 ST2000NM0045 Seagate EXOS Enterprise 2TB EXOS 7E8 or equal Quantity: 4 MCP- 220-00118-0B 2.5" to 3.5" drive adapter Quantity: 6 LSI MegaRAID 9341-8i SAS 12Gb/s controller Quantity: 1 Advantech PCIE-1612B-AE 4-port RS-232/422/485 comm. Card Quantity: 1

Identification of Justification Rationale:

The Material or service must be compatible with aspects (Form, Fit, and Function) with existing systems presently installed.

A patent, copyright, proprietary data, or licensing agreement limits competition.

These are “direct replacement(s)” parts/components for existing equipment.

Urgency.

Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c)(1) the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency; IAW FAR 6.303-2(b)(4).

Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface.

**If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.

As previously stated, the SuperMicro Superservers (6039P-TXRT) or equals are required in order to build, sustain and simulate shipboard interfaces at labs across the United States, including NSWCPHD and Surface Combat System Training Command Hampton Road (SCSTC) to support the MK160 Gun Computer System (GCS).

The configuration list, inclusive of the SuperMicro Superserver (6039P-TXRT), for the simulation equipment is required to support the MK160 GCS lab which was selected by the Technical Design Agent (TDA), tested and approved by Naval Surface Warfare Center Dahlgren Division (NSWCDD). The image “software” used within the Gun Computer System Test Fixture (GCSTF) must be able to recognize the required hardware in order to properly function.

Currently, the image “software” used within GCSTF can only recognize hardware with the exact same make and model as the listed SuperMicro Superserver (6039P-TXRT). If the hardware is not the SuperMicro Superserver (6039P-TXRT) or an equal, the hardware may not be able to correctly communicate with the software resulting in loss of connectivity to the GCS.

Additionally, servers and hardware that do not match the salient characteristics specified, tested, and approved by the NSWCDD may not be fully compatible with each other resulting in intermittent loss of connectivity or an inability to properly detect and use the hardware. A lack of communication and compatibility between the software and required hardware within the simulation equipment may require NSWCDD and NSWCPHD to spend additional time and resources to re-design the GCSTF by selecting new server, selecting a new operating system, physically installing hardware, installing software, configuring, securing, capturing, generating new software, delivering to configuration management, delivering to NSWCPHD configuration management, and then releasing a copy to the MK160 GCS Lab. Therefore, NSWC PHD can only use the SuperMicro Superserver (6039P-TXRT) or an equal product with the same salient characteristics.

Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.

As stated above, NSWC PHD can only use the SuperMicro Superserver (6039P-TXRT) or an equal product with the same salient characteristics, to build and maintain effective and properly functioning simulation equipment that communicates and is compatible with the required software and hardware selected, tested, approved, and dictated within the simulation equipment’s configuration list. If NSWC PHD were required to utilize server hardware that is not the SuperMicro Superserver (6039P-TXRT) or that has the same/equal salient characteristics to the SuperMicro Superserver (6039P-TXRT), the Government would incur a substantial duplication of cost of over $1 million that is not expected to be recovered through competition and a delay of at least 13 months. These estimates are based on the estimated costs and time to test and analyze how the new hardware can be compatible and communicate with the existing software and hardware and the estimated costs and time to re-design the existing software and hardware to ensure effective compatibility and communication. The estimated delay of 13 months or greater would result in an impact to the MK160 GCS since NSWC PHD would not be able to simulate shipboard interfaces making it difficult to simulate a shipboard environment in a land-based environment when providing distance support, creating/updating technical manuals, fleet support and other testing.

Market Research Conducted:

Our market research started with Haystack, Logiquest. We then checked GSA Advantage for pricing and availability of each item. We then performed market research through the web for availability and pricing.

The “potential” commercial vendor had recently reported that it was no longer available, even though they initially provided a quote for the material.

FSS and GSA vendors are unable to provide the SuperMicro Server.

The following are some of the vendors that were contacted during market research.

Adam Worsnop adam@broadberry.com 408-503-6575 (Broadberry Data Systems LLC) Abbatech.com barry.weinstein@abbatech.com 505 889-3337(Abbatech.com) William Shen william.shen@rackmountpro.com 800-526-8650 ext. 102 (RackMountPro)

Our conclusion of fair and reasonable pricing is based on lack of availability of acceptable products from FSS, lack of availability of acceptable products through GSA Advantage, FedMall, UNICOR, DoD ESI, AbilityOne as well as open market. In addition, Broadberry shortly after providing an initial quote, they had reported they are End of Life as well.

Statement of Actions, if any to Remove Barriers to Competition in the Future:

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
