LIMITED SOURCE JUSTIFICATION

For Defense Manpower Data Center (DMDC)

Data to Decisions Information Technology Services (D2D)

Modification 09

1. IDENTIFICATION OF REQUIRING AGENCY AND CONTRACTING ACTIVITY:

The requiring activity is the Defense Manpower Data Center (DMDC) located at Seaside, California, and the Mark Center, Alexandria, Virginia. The contracting activity is the GSA Federal Acquisition Service (FAS), Mid-Atlantic Region - Philadelphia, PA.

2. NATURE/DESCRIPTION OF CONTRACT ACTION:

The action being approved is a modification to Data to Decisions (D2D), Call 8 under the Interoperability Technology & Program Services (ITPS) Multiple Award Blanket Purchase Agreement (MA-BPA), under the clearAvenue LLC GSA DMDC ITPS MA-BPA contract

GS03Q17DSA0010.

D2D was competitively awarded to clearAvenue on 09/19/2018 with a base period of 23 September 2018 through 22 September 2019 with four (4) one-year option periods. The call is currently in Option Year 2, with a period of performance of 23 September 2020 through 22 September 2021.

Modification 09 will incorporate migration of the Defense Travel System Management Information System (DTS-MIS) into the PWS. Sustainment of DTS-MIS is currently supported under a separate BPA call (DMDC ITPS MA-BPA Call 4, DTS-Archive Support Services ASSIST Acquisition ID 47QFMA17K0065 (ID03180008)). This BPA call was competitively awarded to clearAvenue on 02/22/2018 with a base period of 03/10/2018 to 03/09/2019 with two (2) one-year option periods. Option Year 2 ends on 03/09/2021.

3. DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS:

Under this requirement, the contractor provides technical support services for Data to Decisions, a cloud-based government-wide analytics-as-a-service platform that collects, manages, and analyzes complex data. The scope includes application design, development, and maintenance services for the D2D platform and its associated databases. The contractor has developed the

Defense Travel System (DTS) Data Mart, a database architecture for use with extreme high-volume applications, as part of performance under this requirement.

The Defense Travel System Management Information System (DTS-MIS) is a web-based application that provides travel information archived from the Defense Travel System (DTS) database to the auditors and Post Payment Report Managers. DTS-MIS provides users with a graphical user interface and allows users to query the DTS-Archive travel information data. Trip records represent the travel performed by government personnel on official DoD business. Once final accounting information is posted and the trip information is digitally signed by the proper authorities, the signed trip record is closed, and a copy forwarded to the DMDC. DTS-MIS serves two purposes. It satisfies the statutory requirement to store Government records for ten years, protecting the information from unwanted tampering, by housing the data in a secure environment. It also provides a source of management and audit information to the DTS Project Management Office and the Office of the Secretary of Defense staff for managing the travel process. The data can be audited, categorized, summarized, or arrayed to analyze the travel patterns, preferences, and costs of the DoD travel. In addition, the data can be queried for law enforcement and Department of Defense Inspector General purposes.

The DTS-A Call was awarded with a 3-year period of performance because the work was scheduled to move onto Data to Decisions and integrate with DTS Data Mart before Option Year 2 of Call 4 DTS-A expires on March 9, 2021. However, the planned migration schedule has slipped.

The Government now anticipates the migration to Data to Decisions to begin on June 21, 2021, and the merge with DTS Data Mart to occur in September 2021.

This modification has a total estimated firm-fixed price (FFP) of The modification estimate is for labor, which consists of prices for the skill level mix with corresponding labor-hour prices and is based on pricing currently being paid under the existing Data 2 Decisions call.

4. IDENTIFICATION OF STATUTORY AUTHORITY AND JUSTIFICATION/RATIONALE FOR

LIMITING SOURCES DEMONSTRATING THE CONTRACTOR'S UNIQUE QUALIFICATIONS TO

PROVIDE THE REQUIRED SUPPLY/SERVICE:

The authority for this action is FAR 8.405-6(a)(1)(i)(B) – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

ClearAvenue is currently supporting both Data to Decisions and DTS-A, after competing for both awards. ClearAvenue is the only contractor with access to both systems and has been the only contractor developing and supporting both efforts. No other contractor can be given access to perform this work due to the conflicts that would occur by using various contractors to support these holistic changes to the system.

clearAvenue is the only contractor capable of providing the services required to support Data to Decisions and DTS-A, because clearAvenue is the only contractor that has the experience, knowledge, particularly of the new code they recently wrote, and security position to do the work. If this were competed, the Government would not be able to mitigate the security and conflict of interest risks that would occur by bringing in a new contractor for this work that clearAvenue is able to perform immediately and with the expertise that only they have in the current environment. Furthermore, as clearAvenue is the only contractor responsible for supporting both requirements, and the migration of the DTS archive functionality is already included in the scope of D2D, and DTS-MIS is scheduled to move to Data to Decisions in the future as part of its approved project plan, clearAvenue has essentially competed this work during the solicitation of both calls.

Also, if this requirement were competed, the Government would incur a significant investment in the time and effort it would take to develop an entirely new set of solicitation documentation, issue an RFQ, review and analyze quotes, prepare award documentation, and make the award.

As the migration of DTS-MIS to Data to Decisions is now anticipated to begin on June 21, 2021, awarding this requirement to another contractor could result in further delays of implementation. As the current awardee of both requirements, clearAvenue is the only contractor positioned to keep this work on schedule. Competing this work will further push back the D2D project schedule and have an adverse impact on DMDC’s mission and customers.

ClearAvenue has provided acceptable support for Data to Decisions and DTS-A since September 2018 and March 2018 respectively. No negative feedback has been received thus far from DMDC.

Based upon the above, clearAvenue is the only responsible source that can satisfy the Government requirements.

5. DETERMINATION OF THE BEST VALUE:

The assigned GSA PM will complete a technical evaluation on the contractor’s technical submission to ensure that the quoted labor mix and number of hours are acceptable and commensurate with this requirement and that the contractor has adequately responded to all technical requirements. The assigned GSA Contracting Officer will complete the price evaluation by conducting a price analysis ensuring that there are no math errors or pricing caveats and that quoted labor rates do not exceed the contractor’s current GSA DMDC ITPS BPA contract rates.

In accordance with FAR Subpart 8.4, GSA has already determined the prices to be fair and reasonable at time of award of this Call since they are derived from and reflect the actual prices in the clearAvenue awarded DMDC ITPS BPA labor category rates and since the rates were also derived from a competitive acquisition. The Contracting Officer has determined that this effort will result in the greatest overall benefit to the Government in response to the requirement, attaining the best value, and fair and reasonable prices.

6. DESCRIPTION OF MARKET RESEARCH:

Market Research was conducted in accordance with FAR 10. A review of the technical scope of clearAvenue’s DMDC ITPS BPA contract showed that the contractor offers the required services under its DMDC ITPS BPA contract number GS03Q17DSA0010.

7. ANY OTHER SUPPORTING FACTS:

None

8. ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT LED TO

THE RESTRICTED CONSIDERATION PRIOR TO SUBSEQUENT ACQUISITION FOR THE SUPPLIES

OR SERVICES:

If future expenditures and allowances are granted for continued support during the period of performance of this Call, all efforts will be made by the Government to seek alternate sources of service for the support.

However, it is important to note that many variables will play into this alternative source potential, such as changes in Government priorities within the current operations and shifting needs.
