About this file
This document is a Justification for Sole Source Procurement for a federal contract opportunity. The Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price purchase order to the University of Central Florida (UCF) to provide the development of training and training reinforcement materials for a supervisory workshop focusing on age-inclusive workplaces in the hospitality industry.
The sole source justification cites UCF's unique combination of resources, including ongoing research partnerships with hotel companies, expertise studying occupational health risks affecting aging workers in the hospitality sector, and experience collecting and analyzing qualitative data and designing intervention studies. UCF is the only vendor considered capable of performing this work without disruption, as it builds upon previous tasks completed under the existing contract. The period of performance for these services is September 1, 2022 to June 30, 2026. The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 41 U.S.C. 3304(a)(1).

a. Sole source acquisition of: The NIOSH Center for Productive Aging and Work is conducting a study to develop, implement, and evaluate a training intervention for supervisors and managers in the hospitality sector that provides guidance and practical strategies for designing an age-inclusive workplace. As part of this effort, the vendor will conduct a series of individual interviews and focus groups with hotel workers and supervisors that will gather information on age-related safety and health risks, prevention strategies for reducing those risks, and barriers/facilitators that may impact the development a more age-inclusive workplace in the hotel industry, and particularly for hotel housekeepers. This information will be used to develop a supervisory training workshop on designing age-inclusive workplaces for hotel workers. D. Justification:
1. The justification for this non-competitive action is:
(Check this paragraph for a Non-GSA, open market action)
In accordance with FAR 13.106-1(b)(1), “only one source [is] reasonably available” which states that, “For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). (ii) Where a single source is identified to provide a portion of a purchase because that portion of the purchase specifies a particular brand-name item, the documentation in paragraph (b)(1)(i) of this section only applies to the portion of the purchase requiring brand-name item. The documentation should state it is covering only the portion of the acquisition which is brand- name.”
Urgency
Exclusive licensing agreements/Proprietary data
Brand name required
Industrial mobilization
Other (e.g., compatibility, space issues, continuity, unique or highly specialized capabilities or product features, etc.)
(Check this paragraph for an order to be placed against a GSA Schedule contract)
In accordance with FAR 8.405-6 “Limiting Sources” which states that, “the only circumstances that may justify the action are – (A) An urgent and compelling need exists, and following the procedures would result in unacceptable delays; (B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; or (C) In the interest of economy and efficiency, the new work is a logical follow-up to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original BPA must not have been previously issued under sole-source or limited-sources procedures.”
Urgency
Only One Source
Logical Follow Up
2. Other facts supporting sole source procurement:
a. What can this product/service do that other products/services cannot do?
The vendor (Sunshine Education and Research Center (ERC)) Targeted Research Training Program at the University of Central Florida) has a unique combination of resources and capabilities required for this project. This includes on-going research partnerships with several hotel companies in the Orlando Florida metropolitan area, extensive experience studying a wide range of occupational health risks (including job stress, musculoskeletal disorders, workplace injuries, chemical exposure) affecting aging workers in the hospitality sector, and expertise collecting and analyzing qualitative data and designing intervention studies with hotel workers and supervisors.
The vendor is the only ERC program to focus specifically on the hospitality industry.
Collectively, these characteristics will allow the vendor to complete the work in an efficient and timely manner.
Modification 00003 is to add Tasks 4-6 which build off Tasks 1-3, data collection strategy, individual interviews and focus groups conducted, and a qualitative analysis, which were completed by ERC. Only ERC is capable of providing these services with seamless continuity and without disruption and delays to the project.
b. What other products/services were considered and why did they not meet the need?
Other research groups (primarily in academic settings---e.g., departments of gerontology, occupational medicine, hospitality management) were considered but did not have the expertise or research experience required for this effort. Specifically, no other vendor had the same well-established contacts within the hospitality sector, and the required expertise in aging, occupational health, and workplace intervention research.
No other vendors were considered to perform the work for these additional tasks as they are a continuation of work being performed under contract 75D30122P15147.
3. Program Office efforts to seek potential offerors:
Internet search for non-profit organizations (e.g., AARP, American Society on Aging) or university programs (e.g., occupational medicine departments, hospitality management programs) that have expertise in aging, occupational health, and the hotel industry.
