About this file
This is a Sole Source Documentation form for a federal purchase order exceeding $10,000 but not exceeding $250,000.
The procurement is for toll service for the Virginia Office of the Governor (OGV) fleet covering the Virginia and DC area for the period October 1, 2026 through September 30, 2027. The estimated total contract value is $175,000.00. The requirement involves toll road use through the TTEC (formerly Fanueil) EZ Pass service contract, which assesses and collects toll fees for toll road administration. The entity administers transponders for investigative staff use on official government business. The DAC Number is D-26-WA-0023/EF-520285, and this is identified as a recurring requirement. The Contracting Officer determined that only one source is reasonably available to supply the required services because the TTEC (formerly Fanueil) Virginia EZ Pass is regulated by the Virginia Department of Transportation and is the only entity responsible for toll collection in the state of Virginia. The market research conducted concluded that there are no other vendors authorized to collect tolls in the state of Virginia. The Contracting Officer certifies that the price will be found to be fair and reasonable prior to order placement. The documentation was signed by Marissa Strohl, customer representative, with a telephone number of 571-362-6864, and includes signature lines for a contract specialist and contracting officer.
