About this file

This document is a Justification for Other Than Full and Open Competition (JOFOC) for the Drug Enforcement Administration (DEA). The procurement seeks to acquire KG-175F TACLANE encryption equipment to replace legacy devices on the DEA's classified Merlin and Speedway networks. The total estimated value is $489,585.00, with a final delivery date of 08/01/2025. The acquisition is sole-sourced to General Dynamics Mission Systems, as the KG-175F is a Controlled Cryptographic Item (CCI) that is the only NSA and DEA approved encryption device for these networks, requiring remote administration, configuration, and encryption key management capabilities that integrate with the DEA's existing cryptography management system.

The justification cites 41 U.S.C. 3304(a)(1) and FAR 6.302-1, specifically the "only one responsible source" provision, as the basis for proceeding without full and open competition. The document emphasizes that no market research was conducted and no alternative sources could be solicited, as the KG-175F is exclusively sold by General Dynamics Mission Systems. The contracting officer will determine price fairness using FAR part 13.106-3(a)(2)(ii), and the procurement is critical for maintaining the security of DEA's classified communication networks.
