About this file

This document is a Sole Source Documentation form for a sole source acquisition of Iridium 9575-PTT Satellite Phones by the Drug Enforcement Administration (DEA). The procurement is for satellite phones to provide voice communications in areas without terrestrial infrastructure, with a specific requirement for Push-to-Talk (PTT) functionality and access to NIC4 Satellite Phone PTT Talkgroups. The DAC Number is D-25-ST-0254, with a delivery date of August 18, 2025, and the document indicates this is a recurring requirement. Market research conducted found no alternative satellite phone capable of Direct Dial and PTT capabilities, justifying the sole source selection of the Iridium 9575-PTT phone from NIC4. The procurement will follow FAR Part 13 Simplified Acquisition Procedures, with a NAICS code of 517410, and is limited to purchase orders over $10,000 but not exceeding $250,000.

Brief description of supplies or services required and the intended use:

Iridium 9575-PTT Satellite Phone to be used to provide voice communications in areas absent of terrestrial communications infrastructure

Summary of the facts and circumstances that support the determination that only one source is reasonably available to supply the required supplies or services, or only the specified brand-name items can satisfy the Government’s need:

The Iridium 9575-PTT satellite phone provides a Push-to-Talk (PTT) feature that allows the user to create Global Talkgroups and enables instantaneous communications with other users in the Talkgroup. Only NIC4 provides the SIM and Service for access to specific Talkgroup. The Iridium 9575-PTT is the only satellite phones that allow Direct Dial and PTT capability.

Describe in detail any market research conducted. Include results and state whether any vendors expressed interest:

Market research was conducted and found no other satellite phone that is capable of Direct Dial and PTT. No other vendor is able to provide access to the NIC4 Satellite Phone PTT Talkgroups.

The Contracting Officer hereby determines that, due to the circumstances of this procurement:

Only one source is deemed to be reasonably available.

Only the specified brand-name item will satisfy the Government’s need. For orders exceeding $25,000, this Limited Source Justification shall be made available together with the solicitation and posted on the Contract Opportunities page on the Governmentwide Point of Entry (SAM.gov) in accordance with FAR 5.101(a)(1).
