  • The preferred load capacity is at least 3,500 lbs per level, 10,500 lbs per single-face section.
  • The normal operating hours are 8am to 4:30pm Monday-Friday, but some work can be scheduled outside of those hours.

1. Question: We would like to know if this is a brand-new contract or if there is (was) an incumbent performing these services? Answer: This is a brand-new requirement.

SOW – Repair and Installation of Evidence Shelving Units, Southeast Laboratory

2. Questions: Page 1, 3, Project Scope, states “Contractor is to provide”:

a. “Replace existing tracks for shelving units”

i. Please confirm if you are requesting tracks for all 4 systems (shown on Exhibit I – General Layout) be replaced. If not requesting for all 4, please indicate which rails are in scope. Answer: Tracks only need to be replaced if new system can’t use them.

ii. Why are you requesting the tracks be replaced? Is there a reason they cannot be reused? Answer: Tracks are functional. They only need to be changed if new system can’t use them.

iii. Existing tracks are currently recessed in concrete; to remove existing tracks, slab would need to be saw cut and concrete removed with a jack hammer. This would create substantial dust and noise.

1. Would we be responsible for this work? After new rail was installed, concrete would need to be poured next to rails; who would be responsible for this work? Answer: Your company.

2. Does project scope require railing to be 100% matched to existing design, or could an alternative, surface-mounted railing be installed to reduce the amount of concrete work required? Answer: Alternative could be used.

b. “Replace shelving units (heavy duty) with 3 prong handle with aisle”

i. Please confirm if this refers to the mobile pallet rack system only. Answer: All 3 prong handles need to be replaced.

ii. Are we being asked to replace the pallet rack as well? Answer: The parts for repair are not available.

iii. Why are the units being replaced instead of repaired? Answer: Any racks that are not damaged can be used.

c. “Mechanical assist pallet racking system (heavy duty) with a load capacity per bay to be at least 16,000 lbs and a maximum load per carriages (row) to be at least 24,000 lbs.”

i. These specifications are based on one manufacturer’s standard equipment. Please confirm if 3,500 lbs per level, 7,000 lbs per single-face section (14,000 lbs per bay) will be sufficient load capacity. Answer: Now we have 3 levels, so if it is 3,500 lbs per level, then it would be 10,500 lbs per single-face section.

Project Schedule

3. Questions: Page 2, 9. Hours of Operation 11. Period of Performance states that:

a. “Normal core hours of operation are 8:00 a.m. to 4:30 p.m., Monday through Friday”

i. Does DEA Southeast Laboratory have an expectation for the scheduled duration of interruption of operations to complete this project? Answer: Our normal hours will not have to change for this project.

ii. Would you prefer to see a shortened interruption with work done outside of normal core hours with coordination Task Monitor, or to keep project work within core hours? Answer: There can also be some work scheduled outside of normal core hours.

4. Question: Page 3, 11. Period of Performance states:

a. 9/30/2024 – 9/29/2025

i. Presuming 1.a.i to be multiple sets of rails, do you prefer for these repairs to be made section by section in phases, or all in the same phase? Depending on the rail repair clarifications from 1.a.iii, this may affect the opportunity to continue using the area while repairs are conducted. Answer: If the repairs can be made in sections, if possible.
