STATEMENT OF WORK

Miami International Airport Group 11(45) Janitorial Services

1. Introduction

The mission of the Drug Enforcement Administration (DEA) is to enforce the controlled substances laws and regulations and to bring to the criminal and civil justice systems those organizations involved in the growing, manufacture, or distribution of controlled substances appearing in or destined for illicit traffic in the United States. DEA has a presence in more than 350 domestic offices in 22 divisions within the U.S. and 75 foreign offices. DEA’s operation and support activities are distributed across five core business lines that include the following:

• Investigative

• Forensic

• Financial

• Intelligence

• Administration

2. SCOPE OF WORK

The scope of work encompasses the provision of janitorial services onsite at the DEA Miami International Airport Group 11 (45) Office. The Contractor shall provide these cleaning services daily Tuesday through Friday 11am -1pm for the duration of this contract. The Contractor shall provide all equipment, tools, materials, labor, administrative, and supervision necessary to perform janitorial services in all designated spaces including, but not limited to common office area, restroom, work areas, and entranceway. The estimated square footage of the main office area is 2,000 sqft (est) and the restroom is 150 sqft (est).

All janitorial services are to be delivered on regular, non-Governmental holiday, weekdays

3. PLACE OF PERFORMANCE

All janitorial services shall be performed at 4200 NW 21 Street Miami FL, 33172 Miami International Airport (Concourse A) office used by group 11 (45) and includes the office restroom.

4. PERIOD OF PERFORMANCE

The period of performance is from April 1, 2024 through March 31, 2025. Throughout the life of the contract at specified intervals, vendors shall submit information identifying those employees supporting DEA efforts in accordance with DEA Provision titled: Contractor Personnel Reporting Requirements (CPRR). The CPRR will be provided to the vendor upon award of the contract.

5. TASKS

5.1 General

5.1.1 All janitorial services shall be performed daily Tuesday through Friday, starting at 11:00AM - 1:00PM local time

5.1.2 Janitorial services shall be performed in a healthy, safe and professional manner as to ensure that the office levels of cleanliness are maintained in accordance with all applicable Federal, State and local laws, regulations and codes.

5.1.3 The Contractor shall provide supplies, materials, and equipment meeting all applicable environmental standards.

5.1.4 The Contractor shall schedule their cleaning activities to ensure that these are performed in the order which causes minimal disruption to the office operations.

5.1.5 The Contractor shall instruct its personnel to report problems, issues, or equipment malfunctions they encounter while performing their duties to the COR.

5.1.6 The Contractor shall maintain sufficient cleaning supplies and materials for 15 people including but not limited to: disposable hand towels, toilet paper, hand soap, dish washing liquid, trash can liners, disinfectant wipes and liquids, onsite to ensure full and timely contract performance.

5.2 Specific Daily Services to be Performed

Dust offices Empty office trash and replace trash can liners Vacuum office space Clean baseboards Sweep, mop and dust common area Sweep hallway and one (1) bathroom

Mop hallways and one (1) bathroom Disinfect one (1) bathroom and clean all fixtures All glass surfaces shall be hand cleaned and made free of smudges and streaks

6. Security

The personnel security access level for this contract is Sensitive But Unclassified (SBU). Only U.S. citizens shall be permitted to perform services on this contract. Under no circumstances shall contractors have access to National Security Information (NSI) or NSI systems. The risk level associated with this contract is “Moderate” and the personnel working on this contract effort must undergo the appropriate background investigation or be issued a waiver by the Office of Security Programs, Personnel Security Section (ISR) prior to commencing work on this contract. ISR will conduct suitability reviews on all contractor personnel requiring access to DEA facilities, information technology systems, or SBU materials. ISR will make a final suitability determination on each contractor meeting the specified requirements.

7. Additional Requirements

7.1 Safety. The Contractor shall perform all work in safe and professional manner. At a minimum, contractor personnel and equipment shall comply with all safety requirements set forth in applicable OSHA, EPA and other Federal, state, and local laws, standards and regulations.
