PERFORMANCE WORK STATEMENT

Performance Work Statement Parking Space Rentals/Lease

Personally Operated Vehicles (POV) Location – OST Manhattan

1. Background:

Recruiting Station (RS) New York has a requirement to provide Personally Operated Vehicle (POV) Parking to Recruiting Substation (RSS) OST Manhattan located at 55 5th Avenue, New York 10033

2. Scope:

The contractor will be responsible for providing two (2) secured, POV parking spaces. All requirement guidelines and specifications for POV Parking services are explained in detail at 4.0 of this PWS.

3. Contractual Method:

o The associated North America Industrial Classification System (NAICS) code is 812930 –

Parking Lots and Garages, with small business size standard of $47 million o This requirement is 100% Set-Aside for Small Business o All prices shall include F.O.B destination for the lease/rental of parking spaces during the specified duration o Period of Performance: Not to Exceed (3) Years) years/months (ADC).

4. Requirements:

The contractor is required to provide two (2) secured POV parking spaces. The parking facility maintained by the contractor must meet or exceed the following requirements:

o Parking must be available and accessible at all times: 356 days/year-24 hours/day o Premises must be monitored by security cameras.

o Parking may be indoor or outdoor surface lot but must always have adequate lighting.

o Parking must be within .5-mile (walking distance) or less of (OST) Manhattan o The below chart represents the two POVs that will be utilizing the required parking spaces.

o Parking locations identified to support this OST Manhattan parking requirement at the time of contract award may not be changed during the contract unless mutually agreed between the Government and the Contractor.

o If key cards or other items are needed to gain access to the parking garage and/or parking spaces, it must be provided with your pricing

SERVICE CONTRACT REPORTING

Services Contract Reporting (SCR) requirements apply to this contract. The contractor shall report required SCR data fields using the SCR section of the System for Award Management (SAM) at the following web address: https://sam.gov/SAM/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. 252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items—

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.

(iii) For customary progress payments based on costs incurred, submit a progress payment request.

(iv) For performance based payments, submit a performance based payment request.

(v) For commercial financing, submit a commercial financing request.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 1 day provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

The instructions contained in FAR 52.212-1 Instructions to Offerors-Commercial Items are applicable to this solicitation, but are tailored as follows:

Paragraph (c) is modified to require the offeror to agree to hold the prices in its offer firm for 60 days calendar days from the date specified for receipt of offers.

Paragraphs (e) “Multiple offers” and (h) “Multiple awards” are not applicable.

This addendum contains additional instructions below applicable to this specific solicitation:

GENERAL INSTRUCTIONS

1. The Regional Contracting Office, Parris Island (RCO-PI) intends to award a firm fixed price purchase order as a result of this solicitation. The objective of this requirement is to provide a contract vehicle that enables the purchase of POV parking spaces at award and throughout the term of the contract.

2. Solicitation number M00263-25-Q-1005 is issued as a Request for Quote (RFQ) using the commercial procedures in accordance with FAR Part 12 and Simplified Acquisition Procedures FAR Part 13. This solicitation is an 100% Small Business Set-aside, and the North American Industrial Classification System (NAICS) code for this requirement is 812930 with a size standard of $47 (millions of dollars).
