Acquisitions that do not allow for competition to the maximum extent practicable must be documented in accordance with Federal Acquisition Regulations (FAR) 13.106-3{b) for open market purchase orders or FAR 8.405-6(0 for Federal Supply Schedule (GSA) orders. Limited source documentation is required in the following circumstances: ( 1) when soliciting fewer than the minimum number of sources ( at /east three sou,ces) required by FAR 13. 104(bl. 8.405-1(cl, or 8.405-2(cl(2l, whichever is applicable; and (2) when using brand name only specifications.
This template may be used for the documentation described in FAR 6.405-6(bl(2l(il or 13.106-1(bl(1l. The customer shall provide the following information:

Services required for the incineration of drugs collected during the NTBI on April 28, 2018.
UniQue characteristics that limn availability to only one source, and any justification that no other supplies or services can be used or that urgent and compelling circumstances exist - include all critical delivery or perforrmr1ce dates and impact to the government if dates ate not met:
Vendor (Veolia ES Technical Solutions LLC} is the ONLY source within the St Louis Division that can satisfy the requirements to destroy the drugs collected via incineration. Vendor is the ONLY source with the proper state and federal permits to dispose of these materials via incineration.
Describe in detail any market research conducted. Include results and state whether any vendors expressed interest:
This will be the 15th time the NTBI has been conducted. Bidding has been done previously. The only other vendors that have bid for the service have been out of state. Vendors prices vary but usually exceed the price per pound offered by vendor and the cost of transporting the material overland coupled with the per diem and payroll costs of a security detail comprised of DEA agents/TFOs makes the cost of out of state incineration greater than using the local vendor. Furthermore, the risk to the public health and safety of overland transport of the large volu~e of these materials makes them a target for those with nefarious intentions and therefore is an unacceptable risk to the public given that we have a local vendor that is both cost effective and minimizes the transit distance and time for these materials. Transport cost is further complicated by the fact that this volume of material takes more than 1 day to destroy thereby increasing TDY and personnel costs for extended or multiple trips as well as increasing the security r~sk.
