Updated 2/18/2015 1

A. Agency: Drug Enforcement Administration (DEA)

B. Contracting activity: Office of Acquisition and Relocation Management (FA)

C. Requiring activity: National Council on Alcoholism and Drug Abuse (NCADA)

2. Nature and/or description of the action being approved. (e.g., new contract award or modification expanding the scope of an existing contract)

Provide a multi-media ad campaign which will feature a 60 second commercial produced by NCADA that will focus on the current prescription opioid abuse threat facing the community and raise awareness and drive action to address it.

3. A description of the supplies or services required to meet the agency’s needs, including the estimated value. (inclusive of all options)

To initiate an intensive public education campaign to give the St. Louis region the techniques, tools and motivation to begin conversations in the community about the proper storage, use and disposal of prescription medications. This effort will be known as the “Talk About It” public health campaign.

Period of performance or Total estimated value: $189,000.00 final delivery date: Feb 5 2018 - Jan 31 2019

4. An identification of the statutory authority permitting other than full and open competition.

41 U.S.C. 3304(a)(1)

5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.

This is the only source in this area that can provide the services required. The DEA St. Louis Field Division has been working in partnership for the past year with non-profit National Council on Alcoholism and Drug Abuse (NCADA) in the great St. Louis area. This work has focused on deploying the DEA 360 strategy, engaging key target audiences in the region, and educating them on the current threats surrounding prescription opioid abuse.

6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.

A notice of the requirement will be transmitted to the Governmentwide point of entry (GPE).

7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer will determine that the proposed price is fair and reasonable prior to award in accordance with the Federal Acquisition Regulation (FAR).

8. A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted.

NCADA is a nationally recognized organization that is located in St. Louis, Missouri. There are no other groups, companies or organizations in the St. Louis area that offer the drug abuse prevention resources, background and experience of the NCADA. Research on GSA Advantage found that there were no companies with the background and expertise that NCADA has to provide this service to the community.

9. Any other facts supporting the use of other than full and open competition, such as:

i. Explanation of why technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available.

NCADA can rapidly execute a program that fulfills DEA's impact vision and powerfully disseminates critical messaging to the community and beyond in an attempt to break the cycle of abuse and addiction. By partnering with NCADA, DEA's vision is to disrupt the cycle of drug abuse and activate communities to take action against opiate misuse and abuse. The first piace of this project is a 60 second commercial produced by NCADA that will focus on the current prescription opioid abuse threat facing the community and raise awareness and drive action to address it. The ad will run during halftime of the Super Bowl on February 4, 2018 in the greater St. Louis media market. In addition, the ad will be run multiple times after the Super Bowl on the local NBC affiliate (KSDK) mostly during the 10pm newscasts. The ad will also be deployed across the DEA 360 Strategy micro websites and will be shared with other St. Louis Field Division partnering group in the region.

Several weeks after the Super Bowl, NCADA will initiate an intensive public education campaign to give the St. Louis region the techniques, tools and motivation to begin conversations in the community about the proper storage, use and disposal of prescription medications. This effort will be known as the “Talk About It” public health campaign. It will utilize conventional and social media platforms as well as large fabricated “pill bottles” that will be placed throughout the region in high traffic areas such as the St. Louis Zoo, Lambert International Airport, as well as concert and sports venues. This campaign is modeled on the “Truth” public health campaign that effectively used media and messaging to reduce the incidence and prevalence of teen cigarette smoking.

This partnership will be an enhancement to the DEA 360 Strategy as it has the capability to reach millions of people in the St. Louis and across the nation thru web based interactions. DEA will benefit from this partnership by retaining the rights to use the PSAs produced by NCADA and the “Talk About It” campaign materials past the Super Bowl period that will be available to deploy in other DEA 360 Strategy pilot cities and in any field division.
