Drug Disposal Services Drug Enforcement Administration St. Louis Division Request for Quote
INTRODUCTION
The Drug Enforcement Administration (DEA) in conjunction with state and local law enforcement agencies throughout the United States will conduct National Prescription Drug Take Back Day on Saturday, April 29, 2017 to provide a venue for persons who want to dispose of unwanted and unused prescription drugs.
National Prescription Drug Take Back Day addresses a vital public safety and public health issue. Roughly 6.4 million Americans currently abuse prescription drugs according to the 2015 Substance Abuse and Mental Health Services Administration’s National Survey on Drug Use and Health. Each day, approximately, 2,500 teens use prescription drugs to get high for the first time according to the Partnership for a Drug Free America. Studies show that a majority of abused prescription drugs are obtained from family and friends, including the home medicine cabinet.
BACKGROUND
The DEA will collect waste materials dropped off at the collection sites by consumers. Containers from multiple collections will be consolidated at the DEA St. Louis Division (317 South 16th Street, St. Louis, MO 63103) into a single shipment for disposal. Containers will be sealed and kept in DEA custody until final destruction is witnessed by the DEA. The collected prescription and non-prescription drugs must be in DEA custody at all times; therefore, up to 10 DEA Agents will be required to transport the collected drugs to the disposal facility.
SCOPE OF WORK
DEA requires the disposal of controlled and non-controlled prescription and non-prescription drugs via incineration. Waste materials are to remain in DEA custody at all times until destruction. Vendor shall provide a secure environment for the incineration of pharmaceuticals (Estimated 75,000 pounds). Waste materials will be packaged in 12”x12”x36’ cardboard containers by DEA personnel. Containers will not be palletized by DEA. Vendor is required to be Environmental Protection Agency (EPA) approved to incinerate pharmaceuticals and other hazardous materials including mercury from thermometers that are inadvertently collected. Vendor shall unload containers from DEA vehicles and move the materials delivered by DEA into the incinerator. Incineration must be witnessed by DEA personnel. The incineration (and a possible second burn) must be completed within a 4-6 hour time frame upon delivery. Some collection sites will not be able to send the collected drugs to the St. Louis Division in time; therefore a second burn may be required in 3 weeks for late submission.
