Special Notice: Intent to Sole Source – Oracle Federal Financial Support for the Interior Business Center

The U.S. Department of the Interior, Interior Business Center, Acquisition Services Directorate (AQD), intends to award a commercial, sole source, hybrid, Fixed Price and Time & Materials (with fixed unit prices) purchase order for Microsoft Support Essentials in accordance with FAR 13.106-1(b) soliciting from a single source for purchases not exceeding the simplified acquisition threshold.

The RFQ # is D15PS00577 Closing Date: July 13, 2015.

Microsoft is ending extended support for Windows Server 2003 on July 14, 2015. After this date, this product will no longer receive security patches that protect PCs from harmful viruses, spyware, and other malicious software. Additionally, assisted technical support will no longer be provided by Microsoft for its software and content updates specific to Windows Server 2003. The DOI Office of the Chief Information Officer (OCIO) has encountered unexpected delays with upgrading the applications running on two of its servers. As these applications are critical systems which cannot be taken down without significant impact on OCIO’s ability to accomplish its mission, the OCIO requires an extension to extend the current support of these two Windows Server 2003 systems for a limited time. Due to the current cyber-security threats, it is essential that OCIO continue to receive Microsoft Windows Server 2003 support, in the form of critical security patch updates for these two servers.

Currently, Microsoft is offering extended service for the Server 2003 through its Custom Support Essentials program that will allow OCIO to safely continue to operate these critical systems until required upgrades can be completed. The current Customer Service Agreement (CSA) requires an underlying Premier contract to be eligible for the program, hence the need to sole source to the DOI’s current CSA provider Vexcel Corporation. The period of performance will be in quarter increments and will not exceed 12 months.

This notice of intent to solicit with only one source is not a request for competitive quotes. Any questions regarding the requirement must be submitted in writing via email to sarah_rumney@ibc.doi.gov by July 13, 2015. A determination by the Government not to compete this proposed Purchase Order based upon responses to this notice is solely within the discretion of the Government. There will be no solicitation posted.
