About this file

This is a geology narrative packet prepared by the Oregon Department of Transportation (ODOT) Region 5 Project Geologist dated October 18, 2022, regarding the prospective material source for the District 13 Aggregate Production 2022 Project. ODOT is offering the Clover Creek Quarry as a material source for approximately 20,000 cubic yards of graded medium (3/8"-No. 4) chip aggregate needed for the project. The quarry is ODOT-owned property located at approximately 3,600 feet elevation in the Blue Mountains of northeastern Oregon on I-84 at mile post 278.64. The geological composition consists of fine-grained mica-banded andesite from the Dacite of Mt. Emily Formation with dense, closely to widely jointed rock that requires blasting for excavation. ODOT has owned 18.78 acres of the quarry and 3.6 acres of deeded haul road since acquisitions in 1958 and 1977. Previous excavations occurred in 2016 (approximately 1,850 cubic yards) and 1985 (approximately 20,000 cubic yards). The document emphasizes that contractors must conduct mandatory on-site visits to familiarize themselves with existing conditions, quarry faces, and surrounding ground surface prior to bid preparation, in accordance with Standard Specifications for Highway Construction.

The document provides technical geological information derived from four core holes drilled in 2013 to depths of 50 to 90 feet, with drilling logs and laboratory testing results attached for contractor reference. Contractors should be aware that past excavation has produced oversized rock fragments 3 to 5 feet in diameter, requiring appropriate operational planning. The development plan specifies continued excavation at the existing upper quarry floor with northward progression, requiring construction of new access roads and stockpile areas. Overburden from operations must be salvaged and stabilized for reclamation in accordance with the development plan and specifications. Additional operational history information is available for review at the Region 5 Geology office in La Grande by appointment with geology staff present. The narrative packet serves as informational material only and does not replace specifications provided in the project bid packet.

RE: Prospective Material Source Narrative Clover Creek Quarry ODOT Source #OR-31-004-5

DOGAMI #31-0001

SW ¼ NE ¼ Section 7, T. 05 S., R 39 E., W.M.

I-84 (Hwy 006), MP 278.64

This memo, development plan, specifications, the DOGAMI Operating Permit, exploration drilling logs, and laboratory testing data should be duplicated and distributed to all bidders that inquire about this prospective material source. The prospective material source property being offered by ODOT on this Project is ODOT-owned.

ODOT Region 5 is offering Clover Creek Quarry as a prospective material source for all aggregate products needed for the District 13 Aggregate Production 2022 Project. The development plan for Clover Creek Quarry is based upon project material requirements of an estimated 20,000 cubic yards graded medium (3/8”-No. 4) chip Aggregate. ODOT quarry development plan sheets identify the required excavation area. The excavation area contains adequate volume to supply the aggregate materials necessary to complete the project.

ODOT owns 18.78 acres of this existing quarry, and 3.6 acres of an existing deeded haul road to the quarry. Past entries into this material source have produced highway aggregate, and loose over-size boulders that have been stockpiled on-site. There are two separate existing excavation/stockpile locations within this quarry, at upper elevation and at lower elevation areas. The Clover Creek Quarry is at approximately Elevation 3600 feet.

The Clover Creek Quarry is located in the Blue Mountain physiographic province of northeastern Oregon. This source is in an area shown on published geologic maps as part of the undifferentiated andesite and dacite intrusive and volcanic rock of the Dacite of Mt. Emily Formation, erupted during the Miocene in the Powder River Volcanic Field (Ferns, M.L., 2001, Oregon Department of Geology and Mineral Industries). The rock exposed within the quarry is a fine-grained mica-banded andesite.

Typically the volcanic rock is dense and closely to widely jointed and fractured. Excavation requires blasting to produce suitable rock for crushing, with some over-size rock produced in past entries.

Clover Creek Quarry

I-84: Ladd Canyon to North Powder Region 5 Geology Unit

Aggregate from the Clover Creek Quarry has been used on an intermittent basis for various State roadway projects, since parts of the site were acquired in 1958 and 1977. The last entry to this site was in 2016 an emergency culvert scour repair project on I-84 at Ladd Creek. Approximately 1,550 cyds. of Class 500 (24-inch diam.) rip rap and approximately 300 cyds. Of streambed gravels and rock were excavated from Clover Creek Quarry at this time. Previous to that, approximately 20,000 cyds.

of material was excavated in 1985 for a slope repair project, to reconstruct and stabilize a landslide affecting the I-84 highway.

Subsurface exploration at this site has included 4 core holes drilled from 50 to 90 feet deep in 2013.

Logs of the drilling are attached to this Narrative for general reference to the rock conditions found at the specific drill hole locations. Laboratory testing result summaries of the rock at this material source are also attached to this Narrative. Past entries into the Clover Creek quarry have produced oversize rock fragments 3-5 feet in diameter. Contractors need to be aware of the existence of these conditions and plan methods accordingly to effectively deal with them.

Information concerning the operational history in this source is limited. Some information is available for review in the Region 5 Geology office in La Grande. Any contractor interested in looking at available information not provided here should call the ODOT Construction PM office and schedule a time to review the material. Someone from the Geology staff must be present when the information is being reviewed to maintain accuracy and consistency in distribution of information.

The development concept for this entry is to continue excavating at the existing upper quarry floor elevation and progress to the north. As the excavation progresses towards the north, new access roads will need to be constructed to elevations of the new benches and working faces, and to the new stockpile areas to provide equipment access.

The general long-term development plan for this quarry is to have future entries in the upper excavation area continue mining toward the east and downward in order to maximize the use of the resource and generate additional floor space for processing and stockpiling. Overburden from each operation is to be salvaged and stabilized for reclamation purposes, according to the development plan map and specifications.

Clover Creek Quarry

I-84: Ladd Canyon to North Powder Region 5 Geology Unit

In conformance with the Standard Specifications for Highway Construction, subsection 00120.15 Examination of Work Site and Bidding Documents, Contractors should make an on-site visit to this source to familiarize themselves with the existing conditions and appearance of the source and to visually inspect the existing quarry faces and the surrounding ground surface in advance of bid preparation. Based on the on-site visit and review of all available information, Contractors will then be able to use their best judgment to prepare a bid based upon existing site conditions, the conditions they expect to encounter at the time of the proposed operation, and on the most accurate information available for the source.

Documentation contained within this material source narrative packet, such as the development plan maps and operating specifications, is for informational purposes only; they are not meant to replace those pages supplied in the Project Bid Packet.
